Job Announcement – Grants and Contracts Manager

Established in 1915 with Helen Keller as a founding trustee, Helen Keller International (HKI) works to save the sight and lives of the most vulnerable and disadvantaged. Headquartered in New York City, HKI offers programs in 21 countries in Africa and Asia as well as in the United States. The organization combats the causes and consequences of blindness and malnutrition by establishing programs based on evidence and research. Each year, their programs directly benefit millions of people, and children are a primary concern. HKI programs address malnutrition, cataract, trachoma, onchocerciasis, refractive error and diabetic retinopathy. HKI has over 700 staff and a worldwide annual budget of over $45 million. The headquarters office is recruiting a Grants and Contracts Manager.

Position Overview:
The Grants and Contracts Manager will work with Neglected Tropical Disease (NTD) Control Programs and provide grants management support for global, regional, country and headquarters programs. This operational support includes budgeting, financial grant management, analysis and reporting for future and current headquarters-managed NTD and trachoma projects.

Scope of the Position:

Financial Management
• As part of a team with headquarters, regional, and field staff, provide budgeting leadership and monthly performance monitoring against budget to country offices where NTD and trachoma control programs are being implemented.
• In collaboration with the Director for NTD Control Programs and the Program Manager, assist country office programs in technical and financial performance.
• Assist headquarters and field offices with the development of annual donor budgets aligned with the work plans for the NTD and trachoma programs and review all donor budgets prior to approval.
• Ensure that budgets and project information is correctly represented in Agency financial and project management systems.
• Provide support for billing and other reporting requirements and analyze and research issues and problems related to financial management of projects, making recommendations for adjustments, and with approval journalize adjustments when needed. Work closely with program staff to ensure that finance reports are aligned with monthly programmatic activities.
• Responsible for all areas of financial accounting and reporting in accordance with USAID requirements.
• Maintain strong financial controls to guarantee compliance with government rules and regulations and private donor requirements.
• Work with program staff on a regular basis to maintain the financial tools used by donors.

Grants Management and Reporting
• Play the lead role in ensuring that key processes are in place to ensure that grant risk assessment, donor financial compliance, and reporting management systems receive consistent attention and direct support.
• Collaborate with the Director for NTD Control Programs to identify priorities and staffing needs to deliver on annual work plans.
• Conduct regular monitoring field visits for compliance to all applicable rules and regulations.
• Assist in trouble-shooting issues as necessary.
• Where applicable, ensure that policies, procedures, tools and training are being implemented.
• Ensure that sub-grants are being effectively monitored and continuously contribute to HKI’s sub-grant management capacity.
• Maintain primary relationship for financial grant management with funding partners.
• Manage the close-out of completed projects.

Requirements/Qualifications:
• Master’s Degree in business administration, grants/contracts management, finance, accounting, public administration or related field with five years relevant experience working on finance, grants, and contractual management of government-funded projects; or Bachelor’s Degree with seven to ten years of relevant experience.
• Minimum of five years experience with donor-funded programs in developing countries, preferably with the United States Agency for International Development (USAID).
• Knowledge and experience in grants administration and procurement regulations.
• Knowledge of Microsoft software products.
• Ability to perform duties that require a close attention to detail.
• Ability to prioritize workload, assume responsibility for work and follow through to completion.
• Ability to undertake frequent field travel (approximately 30-40%).
• Ability and willingness to work under pressure as a part of a global team.
• Ability to conduct trainings for field office staff and in-country partners.
• Experience in systems and financial audits.
• Oral and written proficiency in French is strongly preferred.
• Knowledge of the Africa region is desirable.

Scope of the Position:
Budgets and the flow of financial information are crucial to excellent project management and decision-making. The Director of Budgets oversees the full cycle development and management of budgets (both organizational and individual program/project budgets), works with programs and departments to establish annual and monthly budgets, and coordinates the development of the overall budget for the Agency. She/he provides leadership in planning, implementing, communicating, evaluating and reporting appropriate policies and procedures related to the budget process.

Working with country office and regional staff, along with the Headquarters Finance and Accounting Department and the Grants and Contracts Management Department, the Director ensures that monthly reporting is completed in a timely manner and that billing and reporting against appropriate budget costs are accurate. The Director of Budget works closely with the Senior Vice President and Chief Operating Officer to provide the President & CEO and Board of Trustees Finance Committee with relevant and timely financial information necessary for budgetary and financial decisions. Primary to successful performance is the ability to work collaboratively with regional office staff to train and build capacity of local national staff.

Major Duties and Responsibilities:
• Develops and communicates budget systems, procedures and guidelines.
• Manage the development and implementation of budget management policies, procedures, tools and systems to enhance the level of budgetary performance within the Agency’s domestic and field operations.
• In collaboration with regional operational staff, design, develop and implement budget management training for domestic and field finance and program staff.
• Works jointly with program staff to develop the Agency’s operating budget and assists in the preparation of budgets for programmatic initiatives and grant proposals.
• Provides budgetary control and analysis to departments on an ongoing basis and manages monthly reporting process including distribution of financial reports.
• Performs a monthly budget to actual analysis for the Agency’s revenue and expenses to ensure that all funds and resources are balanced.
• Prepares monthly reports and ensures timely distribution to all appropriate staff.
• Conducts periodic review meetings with program and department managers to track project and grant-related expenses.
• Assists in developing tools for financial decision making and to increase the effectiveness of project management.
• Working with the Senior Director of Finance and Accounting, streamlines internal financial reporting and reporting processes to deliver more efficient, more effective, and more useful reports and analyses.
• Improves use of technology and financial systems pertaining to budgets and project reporting.
• Provides interim internal and external financial reports documenting the use of grant funds.
• Assists the SVP/COO on special projects and financial analysis.

Requirements/Qualifications:
• Master's degree in Finance or other relevant degree;
• Seven to ten years of related experience and/or training;
• Experience in a non-governmental organization with funding streams dependent on grants and contracts;

• Experience working in a matrix management structure is preferred;

Scope of the Position:
Establish and lead the Department of Grants and Contracts Management in supporting project teams throughout HKI’s programming areas by ensuring sound grant and contracts management, timely financial reporting, and oversight of sub-grant awards as well as analysis of agreements and contracts. Responsible for the establishment and oversight of policies and procedures supporting HKI’s administration and management of grants, sub-grants and contracts, specifically for US and other government donors; and the implementation of grants management operations to ensure compliance with legal and donor requirements across programs. Assist program and technical staff in their understanding of the terms and conditions of grants and contracts by providing grant donor compliance expertise and advice to senior managers to ensure that programs are delivered with minimized compliance risk.

Administer the Project Database and oversee the integrity of the data that provides budget and grant award information to the organization’s management staff at Headquarters, Regional and country office locations for the effective management of approximately $45 million in grants and contracts funding. Primary to successful performance is the ability to work collaboratively with regional office staff to train and build capacity of local national staff.

Major Duties and Responsibilities:
Systems Development:
• Provide leadership and guidance to support all aspects of the contracts and grants process.
• Develop guidelines, procedures, standards, work processes, manuals, metrics and methodologies for a successful and comprehensive grant management system.
• Ensure that tools, systems and procedures support timely and accurate reporting to all users of grant information.
• Assess and communicate the benefits and risks of adopting new grant policies, procedures, systems or technologies.
• Liaison between fundraising and financial teams and systems to ensure continuity, accuracy, and adherence to key processes.

• Ensure robust organizational grants and budget management systems and controls for maintaining compliance with all applicable organizational policies and procedures, U.S. and foreign laws and regulations, and donor rules and regulations.
• Develop and oversee standard terms and conditions for grant award letters, agreements and contracts.
• Write and review memoranda of understanding, teaming agreements, contracts, and sub-agreements, and contracting officer approval letters
• Ensure effective and efficient operations in the areas of procurement, solicitation, budget preparation, contracting, and award administration (grants, cooperative agreements and contracts) to include financial monitoring.
• Oversee technical, legal, financial, and administrative components of grant management for the organization, working effectively with the finance team, country program teams, other administrative departments and senior management.
• Ensure accuracy of manual and electronic grant files including but not limited to coding, reporting, and forms through use of periodic reconciliations and checks.

Scope of the Position:
Working closely with the Senior Vice President and Chief Operating Officer, the Senior Director, Human Resources directs the day-to-day delivery of Human Resources programs and services in alignment with HKI’s strategic plan and operational goals. Such programs and services include employment programs (recruitment, on-boarding, performance management, HRMS, employee relations, etc.), training, compensation, and benefits. Working closely with the Senior Management Team, and regional and country level staff, the Senior Director oversees the direction of Human Resources for domestic and international staff and offices and provides leadership in the deployment of global Human Resources initiatives. Additionally, she/he develops and implements global human resource policies, practices and programs consistent with, and in support of the Agency’s objectives, vision and mission.

The ideal candidate will have held senior leadership human resource roles at a non-governmental organization or other not for profit organization and be a collegial leader who can work in a complex and matrixed organization based in the United States, and with regional and country offices in the Africa and Asia Pacific regions. Primary to successful performance is the ability to work collaboratively with regional office staff to train and build capacity of local national staff.

Major Duties and Responsibilities:
Employment:
• In collaboration with the SVP/COO, direct a process of organizational planning that evaluates structure, job design, and staffing forecasting throughout the agency. Based on this workforce planning collaborate with Senior Management Team to develop annual hiring plan.
• Establish standard recruiting and placement practices and procedures. Oversee recruitment process, including development of position descriptions and job postings in collaboration with hiring manager(s). Interview candidates for management and Country Director positions.
• In conjunction with regional office staff, develop, implement and oversee relocation, immigration, and repatriation processes for all employees.
• Develop and track employment contracts for international hires (expatriate, third country national, and host country national staff), including recommendations for allowances, etc. Oversee other expatriate management processes and programs.
• Develop and implement on-boarding and orientation processes for headquarters staff, regional and country director hires.
• Serve as a resource and internal consultant on employment law and regulations for domestic and global staff.
• Provide guidance to Country Directors to ensure that each field office has Human Resources practices and policies that are aligned with HKI’s culture, strategy, objectives and standards.
• Manage all aspects of performance management program; ensure completion of probation appraisal forms; administer annual employee evaluation process and merit review. Provide supervisory and employee counseling focused on timely issue resolution.
• Develop and oversee management training programs to enhance the effectiveness of supervisory staff.
• Oversee the HKI HRMS system and ensure collection and entry of timely and accurate data for employee records. Train supervisory staff in the use of the system.
• Protect interests of employees and the Agency in accordance with HKI Human Resources policies and governmental laws and regulations. In collaboration with the SVP/COO, address employee relations issues as they arise; provide recommendations for terminations, and review employee appeals through established grievance procedure.
• Conduct exit interviews for departing domestic and international staff.
• Determine and recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale.
• In conjunction with the Senior Management Team and HKI program staff, oversee the development, implementation and evaluation of an intern and volunteer program.

Training:
• Assess the Human Resources developmental training needs for the Agency, including domestic, expatriate, third country national and local national staff.
• Identify and/or develop internal Human Resources training initiatives, and facilitate delivery to both domestic and international staff.
• Research external training alternatives and provide cost analysis to senior managers.

Compensation:
• Partner with Senior Management Team to develop an annual compensation strategy.
• Manage the compensation planning and administration process.
• Participate in applicable salary surveys to identify issues where HKI salaries may not be competitive with the local marketplace.
• Recommend changes to salary ranges and guidelines when warranted by market data.

Benefits:
• Manage the negotiation, implementation and administration of benefit programs and various agency insurance policies.
• Collaborate with Regional and Country Directors to ensure that local staff benefits follow best practices and are compliant with local requirements.
• Coordinate the review and revision of ancillary benefits as appropriate.
• Develop communication strategy when changes are made to benefit plans.

Administration:
• Formulate, recommend and communicate Human Resources policies and procedures for the agency, both domestic and international.
• Identify legal requirements and government reporting regulations affecting Human Resources function. Monitor exposure of the Agency. Direct the preparation of information requested or required for compliance. Act as a secondary contact with labor counsel and outside government agencies.
• Stay current on all Human Resources employment policies, practices and trends, and keep senior management informed of new developments. Make recommendations to ensure HKI remains compliant and continues to be an employer of choice.
• Support Human Resources related InterAction initiatives, surveys and meetings, such as gender and diversity initiatives.

Board:
• Assist the SVP/COO in supporting the Board of Trustees Human Resources and Compensation Committee, preparing analyses and reports as requested.

Supervisory Responsibilities:
Directly supervise two Human Resources Department employees in accordance with the organization's policies and applicable laws, including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

Requirements/Qualifications:
• Masters Degree with 8-10 years of broad generalist experience in a multi-location environment.
• International Human Resources experience in a non-governmental organization (NGO) required; experience with USAID and other government funder regulations a plus.
• Exceptional managerial skills and ability to lead by example.
• Demonstrated ability to think strategically, tactically and creatively.
• Ability to distill ideas, clarify issues and have the know-how to facilitate dialogue/foster open communication among colleagues, peers and a variety of constituencies.
• Strong interpersonal skills and ability to build collaborative relationships with Human Resources staff and employees from diverse backgrounds.
• Demonstrated high level of personal and professional integrity and quality standards.
• Strong operational and analytical skills, with a strong attention to detail.
• Strong computing skills with an emphasis on the Microsoft Office suite of products; experience with HRMS systems required. Experience with UltiPro is highly desired.
• PHR, SPHR or GPHR certification is a strong plus, but is not required.
• Periodic travel to domestic and international locations may be required.
