ICLA Project Coordinator

Sudan (the) - Alek, in the central-west of Warrap State, Southern Sudan

The NRC Country Programme is implemented in Southern Sudan. The country office is located in Juba. Field offices are established in Aweil (Northern Bahr el Ghazal, NBeG) and Yei (Central Equatoria, CE). In 2011, NRC is expanding into Warrap State to respond to the needs of the large numbers of returnees and IDPs in that state. NRC in Southern Sudan is involved in the following core activities: Education, Construction and rehabilitation of schools (Shelter), Emergency, Food Security and Distribution (EFSD) and Information, Counselling and Legal Assistance (ICLA).

The ICLA project in Sudan has three main components: community based protection training, assistance with land and property cases and provision of information and counselling to assist IDPs, returnees and host communities to achieve durable solutions for sustainable reintegration.

The ICLA project, like other NRC programmes, is designed to provide protection and durable solutions for IDPs, refugees and returnees in Southern Sudan, thereby contributing to the improvement of their living conditions and the development of viable and sustainable solutions.

Job description

The ICLA Project Coordinator (PC) jointly reports to the ICLA Programme Manager for Southern Sudan on all programmatic issues and to the Northern Area Manager on operational issues.The PC is responsible for the start up, overall planning and implementation of the ICLA project in Warrap. The PC will:
Have professional and budgetary responsibility for the ICLA project in Warrap, including establishing, planning and implementing the project in accordance with plans and approved budget
Assist the ICLA Programme Manager in the management of the overall ICLA Southern Sudan project
Contribute to the development of ICLA Southern Sudan as well as NRC’s general country strategy, advocacy agenda and activities plan
Identify, hire, manage and follow up (including necessary capacity building) of local staff for the ICLA project in Warrap
Monitor, evaluate and suggest changes and improvements of the ICLA project based on observations and discussions with the ICLA staff and the ICLA Programme Manager
Prepare monthly narrative and financial reports, to be forwarded to the ICLA Programme Manager for Southern Sudan
Ensure good cooperation and exchange of information with the rest of the ICLA project in Southern Sudan, as well as partners and other relevant external actors
Represent NRC, and present ICLA advocacy issues, in a professional manner in meetings with humanitarian partners, authorities and beneficiary communities.
Prepare applications and budgets for submission to relevant donors
Prepare reports for the donors in accordance with agreements applicable to the individual grant

Personal qualities

Ability to work under pressure, independently and with limited supervision
Ability and willingness to work and live in a challenging environment
Patience, adaptability, and the capacity to work with little infrastructure and in difficult conditions, including transport limitations
Initiative, flexibility, creativity and resourcefulness; and a good sense of humour helps

Qualifications

Law degree in the field of international human rights law or other relevant educational background (political science, international relations etc) combined with relevant professional experience
Very strong understanding of protection principles. Previous experience working with customary law systems as well as land and property issues is an asset
At least five years experience in IDP/refugee related programmes
Experience in running reintegration and early recovery programmes in post-conflict locations
Previous experience in starting project implementation is an asset

Essential skills

Proven communication, interpersonal, representation, negotiation and leadership skills
Significant understanding of issues related to complex emergencies and humanitarian response
Political, cultural and gender awareness and ability to critically analyse contexts and situations
Experience of working in areas where insecurity is a major issue and awareness of security management issues
Extensive logistical, management and organisational skills
Proven skills and experience in report writing
Fluency in the English language
Excellent computer skills and a valid international driver’s licence
Ability to coach national staff and develop their capacity is an asset
Experience in designing interesting and effective training for beneficiaries is an asset
Previous experience in East Africa and knowledge of Southern Sudan is an asset

We offer

Commencement: 1 March 2011
Contract period: 12 months with possible extension
Salary/benefits: According to NRC’s general directions, approximately NOK 49.600,- (€ 6.200) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.

Duty station will be Alek, in the central-west of Warrap State. This is a non family station. Extensive travel inside Southern Sudan, with challenging road conditions, will be conducted. Alek, is usually quiet and relatively safe, and foreigners can normally move around without harassment or danger, provided that they respect local cultural sensibilities. Travel between Alek and Juba is by road and air, and travel outside the duty station is dependent on changing security and environmental conditions. Recreational and social facilities are limited, and accommodation is modest. International staff members can be required to live in joint accommodation in the NRC Compound in Alek.
