Legal Aid Specialist

IDLO is an intergovernmental organization that promotes legal, regulatory and institutional reform to advance economic and social development in transitional and developing countries. Reporting directly to the Chief of Party, the Legal Aid Specialist will lead and be responsible of a specific legal aid component of a US funded program. The program will aim at expanding and improving legal aid services to the poor and disempowered through the Legal Aid Organization of Afghanistan (LAOA), an Afghan, independent, non-profit, legal aid NGO that provides legal aid services to the poor and disadvantaged groups, especially women and children. The Legal Aid Specialist will also be required to provide relevant training and inputs on legal aid related topics.

Main duties and responsibilities include:

- Enhancing the capacity of selected offices of the Legal Aid Organization of Afghanistan (LAOA);
- Overseeing the establishment of new Legal Aid Organization of Afghanistan (LAOA) offices across the country;
- Supervising and conducting training for legal staff to adequately represent and advocate for the rights of all Afghans, with special attention to vulnerable populations;
- Strengthening the institutional capacity and sustainability of the Legal Aid Organization of Afghanistan (LAOA) Headquarters;
- Providing significant input into the awareness raising component on key legal issues and the availability of legal aid services;
- Supervising and supporting the professional development of a team of Afghan professionals;
- Maintaining solid relationships with partner institutions through regular meetings and reporting;
- Preparing a monitoring plan for the outputs relevant to legal aid;
- Providing timely monthly reports to the Chief of Party as per IDLO procedures;
- In cooperation with the Finance & Administration Department, preparing financial forecasts for the legal aid outputs as well as monitoring program expenditures;
- Attending working groups and coordination committees, as directed by the Chief of Party; and
- Providing training in relevant areas of expertise.

IDEAL PROFILE
S/he will possess a Law degree, preferably at an advanced level. A professional background in post-conflict development programs, legal aid projects or setting up legal aid institutions in field locations is necessary. Experience in Islamic countries and with civil society and non-governmental organizations will be an asset. Candidates must also have excellent communication skills, group facilitations skills, and negotiation skills. Sensitivity to political, cultural, and religious issues surrounding gender concerns in Afghanistan is essential to the success of this position. A broad-based background working under difficult circumstances, in particular post-conflict areas, is an asset. Fluency in spoken and written English is required. Knowledge of Dari/Pashtu is a significant advantage.
