Project Finance Specialist

Tetra Tech ARD (www.ardinc.com) has an immediate opening for a Project Finance Specialist at our corporate headquarters in Burlington, VT. The Project Finance Specialist (PFS) reports to the Vice President for Program Operations, within the program operations framework. This position will help to establish budget tracking processes for projects, supports analysis and review of expenditures and burn rates, serves as a budget/finance support resource for the program operations unit, and manages the budget tracking system. The PFS will perform his/her function with a minimum of supervision, and is expected to take a leading, proactive role in problem solving, strategy formation, and assisting and guiding others. His/her work will be informed by a thorough understanding of USAID rules and regulations and of USAID budget and financial management procedures, as well as company best practices and financial requirements.

Responsibilities:
* Support project teams to use an operating budget to assess whether or not activities are proceeding as planned, and if certain activities or approaches need to be reassessed.
* Deploy and manage operating budget tools to assess potential project line items, ceiling or obligation overruns, indicators for spending or programming adjustments, and appropriate budget realignments.
* Work with field and home office project teams providing review and oversight of monthly operating budgets.
* Maintain the Operating Budget template, guidance documents and checklists.
* On contract award, set-up the Operating Budget for the new project in collaboration with the Business Manager, accounting team, and home office project management team.
* Provide training as required for home office staff, and project field staff.
* Support home office project management teams for monthly budget review and analysis on an as needed basis.
* Serve in a project quality assurance and monitoring capacity; conduct periodic “spot-checks” of budgets.
* Work closely with project teams to help review current project status and project future performance.
* Helps identify when a project is close to exceeding the projections calculated during the approval phase
* Helps anticipate the need for obligation requests to USAID/client, and/or for budget realignments.
* Analyze data useful for planning and reporting purposes.
* Participate in project semi-annual reviews with home office and COP.

Essential & Desired Qualifications:
* Bachelor’s Degree in business, finance, or a relevant field required, Masters Degree preferred;
* 7 years professional experience required, 10 years preferred, with project budget and finance such as working with project budgets, business office, field accounting on government funded contracts;
* 5+ years experience working on USAID funded projects and contracts preferred;
* Sophisticated high level proficiency Microsoft Excel user;
* 5+ years of experience in international development project implementation through field experience with consulting or NGO organizations, and providing home office support to the field;
* Management skills requiring the ability to interface with technical and business office functions and staff;
* Excellent communication skills;
* Ability to develop and conduct training and capacity building on budget forecasting and analysis;
* Must be extremely dependable, trustworthy, and flexible;
* High level proficiency in MS Office applications;
* High level proficiency in data entry and database management;
* Very strong interpersonal and communication skills;
* High level multi-tasking capabilities;
* Energetic and enthusiastic collaborative team player;
* Must be comfortable working in a fast paced and sometimes intense work environment;
* This position will require 20-25% international travel to developing and transitioning countries on an as needed basis.
* U.S. citizenship or a valid U.S. work permit is an absolute requirement.
