Public Awareness Specialist

IDLO is an intergovernmental organization that promotes legal, regulatory and institutional reform to advance economic and social development in transitional and developing countries. IDLO seeks a Public Awareness Specialist for the program office in Kabul for a 24-month, U.S. funded program. She/He will report to the Chief of Party and lead, manage and supervise a legal awareness component. Main objectives of the program include the expansion and improvement of legal aid services to the poor and disempowered as well as the improvement of the investigation and prosecution of crimes of violence against women. A third component, for which the Public Awareness Specialist will be responsible for, will focus on the awareness raising of key legal issues, rights and services.

Main duties and responsibilities include:

- Disseminate information to targeted populations on key legal issues which are specific to gender justice and violence against women as well as the availability of legal aid services;
- Lead the training on legal awareness for key program stakeholders;
- Guide the development of a wide variety of outreach materials;
- Oversee the production of a small number of short films;
- Organize and create awareness through Afghan newspapers on key legal topics and events;
- Supervise the training of journalists and reporters;
- Prepare a monitoring plan for the outputs of the project which are relevant for public awareness;
- Provide timely monthly reports to the Chief of Party, in accordance with IDLO procedures;
- Prepare financial forecasts for awareness outputs as well as monitor program expenditures in cooperation with the Finance & Administration Department in Rome;
- Liaise with other component managers to ensure a cross-cutting approach is achieved; and
- Provide training in relevant area of expertise, where required.

IDEAL PROFILE
She/He will possess a degree in a relevant discipline, preferably at an advanced level, and have significant experience in creating and implementing public awareness campaigns using a variety of mediums and interacting effectively with the media.

A professional background in supporting the implementation of projects in field situations, especially in post-conflict regions, is a significant advantage as is previous exposure to programs in the legal field and legal awareness, ideally on gender-related issues. Candidates must also bring excellent communication skills, group facilitations skills and negotiation skills to achieve success in this position. Sensitivity to political, cultural and religious issues surrounding Afghanistan is essential to the success of this position.
Fluency in spoken and written English is required. Knowledge of Dari/Pashtu is a significant advantage.
