Introduction

Improving Maternal and Neonatal health is one of the key objectives of the Ministry of Health and Child Welfare (MOHCW). In line with this, the World Bank has decided to support the establishment of a results based financing program (PBF) which seeks to accelerate the availability, accessibility and utilization of quality health services at district and health centre level, with an emphasis of maternal and child health care. The PBF program will provide subsidies, directly linked to services delivered at primary health care level, i.e. rural (public and church-related not for profit) health clinics, and to a minor extent at secondary level, i.e. hospitals. The intention is to ultimately enroll all Zimbabwean rural health centers in the program. Cordaid has been selected to manage the PBF program, in close partnership with the MoHCW and the World Bank.

Position

The Manager Training & Purchasing is an employee of Cordaid, the Netherlands, and will report to the Head of Mission. He/she and will be a member of the Management Team, chaired by the Head of Mission and further consisting of the Manager Finance & PBF payments and the Manager Monitoring & Data. He/she will be working closely with a team of public health experts that will be engaged as per the growth of the program.

Main responsibilities

The Manager Training & Purchasing will be responsible for the overall quality of the program, in particular from a public health point of view. He/she is to make sure that the PBF program will effectively contribute to the realization of the aforementioned MoHCW ambitions in respect to maternal and child health care.

More specifically he/she will be responsible for:

  • Liaison and coordination with relevant authorities and other stakeholders, representation in technical working groups, in a manner that will contribute to the promotion of the PBF approach and the achievement of ambitions in respect to improvement of maternal and child health outcomes.
  • Organize trainings and other forms of capacity building needs in support of the PBF program in close collaboration with consultants in the Cordaid consortium and where feasible through sub-contracting local training capacity.
  • Manage the "purchasing" of prioritized service components, including setting of indicators, allocation of subsidies per indicator, measurement of performance in quantity and quality terms, verification of the soundness of performance data and developing a M&E function.

Qualifications

  • University degree in medicine with a specialization in public health or work experience to operate at this level.
  • Experience of at least five years in developing countries in the field of health (and more in particular maternal and child health) and project management.
  • Extensive experience with various forms of capacity building.
  • Adequate knowledge of the implementation of PBF programs.
  • Experience in preparing reports, representation and advocacy.
  • Excellent oral and written English.

Contract information

The contract period is for 6 months starting as soon as possible, with the intention to extend for a longer period.
