Microinsurance Project Manager – Dakar/West Africa

In the framework of its activities, PlaNet Guarantee has entered into discussion with the
International Finance Corporation (IFC) on implementing a regional strategy for index-based crop
insurance in West Africa to be financed by Global Index Insurance Facility (GIIF). The project aims to
improve the capacity of farming communities to mitigate crop production risks through the provision
of crop insurance’,

Overall objectives of the project:
• Reduce the fluctuations of West African farmers’ revenues and fight against deterioration of their living conditions
• Bring access to rural insurance services to support economic development
• Reduce food insecurity
Specific objectives of the project:
• Build an index-based crop microinsurance scheme and provide farmers with crop insurance that is transparent, affordable and reliable
• Elaborate a model for the management of the insurance product, policies and claims
• Design and support the development of a distribution network dedicated to crop insurance
• Support and develop awareness raising on insurance for farmers in order to facilitate the dissemination of crop insurance products
• Measure the connection of insurance to other financial products such as credit and savings Located in the Project Management Unit in Dakar, this position is required for 36 months. Extensive travel within West Africa is a requirement.
Qualifications, skills and professional experience:
• Master’s degree or PhD in project management, development, insurance or a related field
• At least 10 years experience implementing projects in developing countries and 5 years experience as a Team Leader or Project Manager
• Successful experience in managing large projects of at least 1 million euros in developing countries is required
• Strong knowledge of microfinance/ microinsurance/ insurance/agriculture is a must
• Detailed knowledge and experience of World Bank or IFC, particularly World Bank procedures
• Fluency in French and English is necessary
• Strong interpersonal, verbal and communication skills
• Strong organizational and time management skills
• Knowledge of local economy and local agricultural sector is desirable
• Previous experience in West Africa is highly desirable.
Responsibilities
Some key aspects of the Project Manager’s duties and responsibilities envisioned for the sound implementation of the project are noted below. The list is not exhaustive:
• Management and coordination of the entire project including technical, administrative, financial and human resources aspects
• Management of all components of the project (Training, commercialization and production of indexes) including coordination of short term experts and their field missions as well as long term staff and country managers
• Establishment of the Project management unit in Dakar and support the recruitment of local
staff
• Provide technical supervision to the Project and provide support to the short-term experts
• Develop TORs for short-term assignments, studies, evaluation and audits
• Define project progress indicators and monitor them
• Assist with the establishment of the Project Steering Committee (PSC)
• Reassess the original log frame in the light of current developments
• Oversee the establishment of accounting systems for the full and accurate recording of all project expenditure
• Prepare reports in accordance with the requirements of IFC
• Maintain close liaison with all partners involved in the project.
