Accounts Analyst, Income Team

The Accounts Analyst position is located in the Accounts Section, Finance Branch of the Division for Management Services. The Finance Branch is responsible for global finance, including budgets, accounting and treasury services as well as initiating improvement efforts in areas of financial operations. The Branch also plays a key role in the custody and distribution of financial resources and the monitoring of expenditures. The Accounts Section itself currently consists of 5 sub-sections - the country office support team; the income team; the statutory reporting unit; the payments team and the data management unit. The incumbent of this position will report directly to the Finance Specialist who supervises the income team.

DUTIES AND RESPONSIBILITIES:
Administrative Agent (AA) Accounting & Reporting Functions
• Undertake all accounting and reporting functions that fall under UNFPA's responsibility in the role of Administrative Agent of a Joint Programme (JP). This will include (i) Accounting for UNFPA's additional 1% AA fee and allocating funds to each Participating UN Agency (PA) as per agreement (ii) Maintain contact list of each PA for each JP as well as contact person(s) for each agreement, ensuring PA's are set up as vendors in ATLAS (iii) Ensure that all PAs submit the annual and final certified financial statements by the agreed deadlines. If necessary, follow-up with the PAs (iv)
• Collate annual / final financial statements, including UNFPA activities, and submit to relevant donor(s) by respective deadlines. (v) Post the financial statements collected on the website (vi) Liaise with relevant budget holders at country office/HQ level on matters relating to the AA management (vii) provide DOCO with the requested information on contributions received for their database on JPs and MDTFs

MDTF Portal Reporting
• The incumbent will be required to (i) Maintain list of JPs where UNDP is the AA and verify that they are all included in the portal (ii) Map MDTF portal “results” against relevant UNFPA fund codes/project IDs in consultation with relevant budget holders (iii) Reconcile UNFPA financial information with the portal (iv) Upload financial information on the portal by 30 April each year and prepare financial statements for those projects which may still be outside the portal (v) Participate in inter-agency meetings relating to the portal and other financial-related issues and provide inputs as necessary

CERF
• The incumbent will be required to (i) Prepare certified interim financial statements on 15 February and 15 August, in addition to the regular annual and final financial statements (ii) process partial refunds ahead of final statements and (iii) follow up with budget holders on outstanding POs, OFA balances, etc to ensure all transactions are completed in very limited window available

USAID
• The role will encompass acting as focal point for USAID’s contributions with respect to all financial transactions and reporting. This will incorporate (i) the review and clearing of quarterly financial reports and advance requests prepared by budget holders (ii) ensuring timely payment by USAID of advance requests and timely follow up if delayed (iii) Keep track of reporting deadlines and send reminders to budget holders as needed (iv) Prepare consolidated financial reports for USAID as and when required per USAID’s financial procedures

Other
• Review final financial reports for EU projects submitted for cerification by Brussels Office.
• Support supervisor in preparation of various schedules and notes for the UNFPA Financial Statements.

QUALIFICATIONS AND EXPERIENCE:
• Advanced university degree in Business Administration, Information Systems, Finance or Accounting, etc. required. Accounting designation (CPA, CA) an advantage.
• 2 years experience in a financial reporting and accounting environment at national and international level involving the production of financial reports to donors and / or external parties.
• Good knowledge of IPSAS and/or IFRS.
• Experience in the production of accounts using a major ERP system, preferably Peoplesoft / Oracle.
• Strong analytical and problem solving skills. Able to translate business requirements into logical systems specifications.
• Excellent drafting skills tested in development of system specifications.
• Excellent knowledge of spreadsheets and relational databases (UNFPA's standard is MS office).
• Excellent written and spoken communication skills in English. Knowledge of additional UN languages desirable.
