Policy Analysis Specialist

Purpose of the Position
Under the guidance of the Chief (Senior Policy Adviser) of the Policy Advocacy Unit, you will be responsible for supporting the following Unit objectives: (1) Amplifying UNICEF’s policy work by proposing and analysing policy materials, and ensuring that they are of a high quality. (2) Proposing materials to help UNICEF advocate more effectively for children and women in the policy arena. (3) Supporting new work and thinking, including identifying and convening internal and external expertise in cutting edge policy areas.

Key Expected Results
1. Research and analysis
You will produce and facilitate the development of UNICEF Social and Economic Policy Working Briefs, Working Papers, Policy Discussion Paper and similar policy related materials. This includes conducting economic and social policy research, analysis and writing, and undertaking background research for divisional and inter-divisional publications, as appropriate, as well as supporting the publication of research materials on behalf of in-house and external contributors.

End Result(s): Enhanced policy research, analysis and guidance on key economic and social issues of global and national relevance to support the work of country offices and other child-focused organizations, and broaden the base of policy work on children rights.

2. Convening and monitoring
You will convene internal and external experts to create a forum for discussion on economic and social policy issues and ideas of importance and influence internally and externally. Monitor the external development debate to be aware of current policy discussions and trends, making recommendations as to how UNICEF’s on-going policy advocacy work can best fit into the broader development environment. Represent the Policy Advocacy Unit at internal and external meetings, as required.

End Result(s): Improved interactions and enhanced credibility of UNICEF with the international economic and social policy research community. Strengthened links between UNICEF’s policy research, analysis and advocacy.

3. Advocacy guidance and support
You will provide advocacy guidance including materials, publications, among other products, for UNICEF staff to more effectively and strategically engage advocate to influence decision-makers and stakeholders. This includes provision and coordination of guidance and training on and ongoing updating of the 2010 Advocacy Toolkit, both in person and electronically, and facilitating a network of colleagues to strengthen advocacy across country offices, regional offices, headquarters and National Committees.

End Result(s): Strengthened advocacy efforts to strategically influence decision-makers and stakeholders, and enhanced capability of UNICEF staff across the organization to engage in effective advocacy.

4. Dissemination and outreach
You will support in developing and executing a strategy to enhance the quality and increase the breadth of the UNICEF working paper series and other related materials, including strengthening publication, outreach and dissemination. Create and oversee a rigorous production process for the products, including processes for editing, fact-checking, copyediting, design, translation and release on the Internet.

End Result(s): Improved quality and greater reach for UNICEF policy analysis and recommendations.

5. Corporate messaging
You will support the Corporate Messages Task Force, and related products and forums, with a particular focus on equity. This includes participating in the creation and execution of an assessment of sensitive economic and social policy issues and advocacy issues which takes into account the needs and views of various parts of UNICEF, provides both a forum for UNICEF and external experts to help design approaches to these issues, and creates usable and appropriate outputs.

End Result(s): Strengthened and consistent policy advocacy and messaging on the equity agenda for children and other key issues.

Qualifications of Successful Candidate
Master’s degree in Economics or Social Sciences, with a strong economics background

Five years progressively responsible professional work experience, including experience in development, economic and social policy research, advocacy and project administration, at least some at the international level, and a meaningful track record in publications.

Fluency in English and another UN language.
