Programme Director

Location information: Salamat and surrounding areas, 80%, and Goré and Maro, 20%
Start date: beginning of March

Overall tasks:

The Programme Director for Chad will directly co-ordinate MENTOR's work in Eastern Chad and oversee and support MENTOR’s work in Southern Chad. (Programmes in Southern Chad will be directly managed by a Programme Coordinator.) The Programme Director will be the MENTOR Initiative’s national representative in the country and will ensure that the organisation meets its programme objectives and responsibilities.

Specific Tasks/Products:

1. Reporting and Representation
• Develop and maintain positive working relationships with partners, donors, host government, other humanitarian agencies, as well as staff
• Represent MENTOR at co-ordination meetings in the East and in other locations as necessary
• Ensure coordinated weekly and monthly reporting to HQ for all programmes
• Responsible for the development of donor interim and final reports, covering the full period of the programme in the East and oversee reporting for programming in the South
• Ensure strong co-ordination and collaboration with the local and district MoH teams and other NGOs/FBOs/UN operating in Chad

2. Operations/Logistics
• Establish MENTOR bases in Salamat and Abéché for the new programme requirements in coordination with the Logistics Coordinator
• Ensure effective programme logistics are established and maintained
• Work with the logistics coordinator and programme co-ordinator in the South to achieve high quality logistics management and timely support services that enable the technical delivery of all programme activities
• Ensure that staff are trained in the use of HF/VHF and other communication protocols
• Assure that all communication protocols are adhered to and followed by MENTOR field team members

3. Security and Safety
• Working closely with the logistics co-ordinator, ensure that effective security and safety policies and practices for the MENTOR Initiative are applied and maintained in the East and South
• Ensure a regular review of the security context and that security policies are updated according to the evolution of the general situation
• Assure that any changes in the security situation are well understood and applied by all the MENTOR team members and changes and updates are communicated to HQ

4. Technical Management of the Programme in the East
Work with the Technical Coordinator to:
• Ensure effective management of technical programme team members and that the objectives of the programme are reached or exceeded
• Develop and implement monthly activity plans, and provide these to HQ
• Work closely with the local Ministry of Health to co-ordinate and ensure technical support of partners working in health facilities and communities to scale up the use of the National Malaria Control Program (NMCP) standardised protocols and best practice in the following areas of malaria surveillance, prevention and case management to the planned limits of the first phase of the programme in the East

5. Administration/Finance
• Ensure international and national team adherence to The MENTOR Initiative contracts, code of conduct, and internal rules and regulations
• Assure the effective and accurate budget follow up and allocation for malaria control project activities in the East and oversee this follow up in the south
• Ensure correct financial management and administrative procedures are followed by East and South administration teams
• Ensure weekly finance expenditure reports and/or financial requests are produced and provided in a timely manner
• Ensure proper administrative and financial matters are standardized and followed
• Ensure all international consultants submit monthly timesheets on time and validate and correct them
• Ensure onward electronic submission of approved timesheets to HQ

6. Human Resource Management
• Oversee general management of all international consultants
• Conduct performance appraisals of international consultants every 4-6 months, or as requested by HQ
• Ensure consistent application of the MENTOR Initiative contractual regulations, rules and procedures for all international consultants
• Ensure national staff contracts and terms in all sites are in line with national labour law requirements
• Coordinate human resource activities, e.g., recruitment, placement, performance appraisal, reviews, separation, ensuring consistency in the application of the MENTOR Initiative rules and procedures

7. Other
• Additional tasks taken on in agreement with the Operations Director
• Potential transfer to another country programme, in a similar role, during the period of the contract with mutual agreement.

Qualifications

• Fluent in French and in English required
• Minimum of four years overseas experience managing programmes in emergency contexts
• Strong management, finance and logistic skills
• Excellent interpersonal skills
• Able to work long hours in challenging conditions
• Prior experience working in public health preferred
