Background

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat is supporting the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties.

Fostering the integration of sustainable development and climate change priorities, the Financial and Technical Support programme focuses on supporting the efforts undertaken by non-Annex I Parties.

The Support to National Communications (SNC) unit is an integral part of the Technical Support for Developing Countries (TSDC) sub-programme and focuses on supporting preparation of national communications and biennial reports of non-Annex 1 parties including technical support in the preparation of national inventories of greenhouse gases not controlled by the Montreal Protocol, and nationally appropriate mitigation actions.

Responsibilities

Under the direct supervision of the Manager of the Technical Support to Developing Countries sub-programme and general guidance of the Coordinator Financial and Technical Support programme, the incumbent (i) functions as the Team Leader of the Support to National Communications (SNC) Unit; (ii) facilitates the work of the Consultative Group of Experts for non-Annex I national communications; (iii) coordinates the provision of support to non-Annex I Parties in preparing and submitting national communications and any other processes and institutional arrangements required for implementation of the Convention; (iv) provides substantive, technical and strategic advice to the Manager of the sub-programme; and (v) undertakes any other relevant assignments as instructed by the Manager of the sub-programme. In particular the incumbent will:

1. Functions as the Team Leader of the Support to National Communications (SNC) Unit by:

a) Developing a work plan of the unit in accordance with decisions of the Conference of the Parties, outcomes of sessions of Subsidiary Bodies (SBs) and the programme priorities;

b) Leading and monitoring the implementation of the work plan to ensure efficient and high quality delivery of mandated activities;

c) Planning and monitoring the unit’s budgets, contributing to reporting on budget performance, preparing inputs for results-based budgeting in consultation with the Manager;

d) Working with Manager in liaising with donors to solicit financial support for the activities of the unit;

e) Leading the development of project proposals and new initiatives to be implemented by the unit;

f) Assessing human resource requirements for the delivery of planned outputs to ensure optimal use of available resources and identify needs for acquiring services of temporary staff and consultants;

g) Managing and evaluating performance of the staff in the unit;

h) Fostering teamwork and communication among staff in the unit and with other units and programmes;

i) Assisting the Manager and the Coordinator with other technical and administrative tasks as deemed necessary from time to time.

2. Facilitating the work of the Consultative Group of Experts for non-Annex I national communications by:

a) Leading and guiding the work of the SNC Unit in revising and finalizing reports, technical papers and training manuals, for use by the CGE in their work relating to the provision of advice, support and technical assistance to non-Annex I Parties related to greenhouse gas (GHG) inventories, vulnerability and adaptation assessment, mitigation assessment, research and systematic observation, education, training and public awareness, technology development and transfer, capacity-building and networking as they relate to the process and preparation of national coommunications;

b) Directs actions aimed at developing, maintaining and implementing the work of the Consultative Group of Experts (CGE), in accordance with CGE’s mandate as contained in Annex to decision 5/CP.15, on national communications from Parties not included in Annex I to the Convention by ensuring that organizational and technical support is provided to the Group in the preparation and implementation of its work programme.

3. Coordinate the provision of support to non-Annex I Parties in preparing and submitting national communications and any other processes and institutional arrangements required for implementation of the Convention by:

a) Monitoring the developments related to the preparation and submission of national communications and other national reports by non-Annex I Parties of the Convention;

b) Developing policy recommendation on the status of negotiations and developing options and strategies to support the intergovernmental process for consideration of the Manager and the Coordinator;

c) Providing substantive, procedural and technical support to chairs of negotiating bodies, contact groups and meeting;

d) Leading the SNC team in preparing official documentation for the intergovernmental bodies, including analytical reports, technical papers, draft decisions of the Conference of the Parties (COP) and the and conclusions of their subsidiary bodies.

4. Provide substantive, technical and strategic advice to the Manager of the sub-programme, and liaise with officials of other United Nations agencies and international organizations, including UNDP, UNEP, IPCC and national governments on matters related to national communications from non-Annex I Parties.

5. Undertake any other relevant assignments as required by the Manager of the sub-programme, including representing the secretariat at technical meetings, workshops and seminars as appropriate./…

Requirements

· Advanced university degree in environmental sciences or engineering or a related discipline. A first level university degree in combination with qualifying experience may be accepted in lieu of advanced university degree

· At least seven (7) years of professional experience, including on issues related to climate change, national GHG inventories and national communications from non-Annex I Parties, at least three years of which should have been in a developing country or support to developing countries. Knowledge of climate change mitigation assessment is required.

· Experience in at least one of the following components of national communications and good familiarity with others; greenhouse gas inventories and mitigation assessments and option analysis, vulnerability and adaptation assessments and preparation of national communications in general. Familiarity with the current discussions under the Convention such as nationally appropriate mitigation actions by developing countries, registry and measurement, reporting and verification. Familiarity with the UN Framework Convention on Climate Change and its Kyoto Protocol. Demonstrated analytical/writing skills and the ability to supervise and work independently.

· Strong analytical skills; extensive experience in GHG inventories and mitigation and adaptation, and on the process of the preparation of national communications by non-Annex I Parties. Exposure to international climate change discourse will be and added advantage.

· Fluency in written and oral English. Working knowledge of another UN language is desirable.
