Project Facilitator- EC WASH Project

Plan has secured funding from the European Union (EU) represented by the European Commission (EC) who is the Contracting Authority to implement a three year WASH project aimed at increasing access to potable water sources among the supported communities in the districts of Luwero, Lira, Tororo and Kamuli as well as implementing sanitation interventions through sanitation marketing and Community led Total Sanitation approaches.

2. Project Facilitator- EC WASH Project (3 positions) based in Kamuli, Luwero and Tororo

The Project Facilitator will report to the lead Programme Unit Manager. He/she will have overall responsibility to undertake the day to day implementation of project interventions and coordination of the project activities in their respective work stations. He/She will work closely with the Project Coordinator as well as all project stakeholders and ensure that the project activities are implemented in a timely and efficient manner.


Major Responsibilities /Key result areas

1. Prepare budgets, work-plans, and reports and ensure that project budgets are effectively managed

2. Take a lead in implementation of project interventions

3. Community mobilization to promote participatory project implementation approaches

4. Community sensitization and awareness on dangers related to poor WASH practices and facilities

5. Proper documentation of all project activities as well as writing high quality and timely reports as per EC guidelines

6. Promote resource mobilization initiatives that enhance the community participation and performance

7. Work with stakeholders to refine indicators for evaluating the project successes

8. Organize participatory reviews, conduct regular assessment of progress on the project activities

9. Ensure efficient utilization and timely accountability of funds allocated to implementing partners

10. Effective integration of project activities with other Plan supported initiatives in the Programme Unit

11.Create and coordinate community partnerships with other possible stakeholders (government, private sector, NGOs)


Job requirement

Competencies and Experience



  • A Bachelors degree in Social Sciences or any other related field

  • At least 5 years experience in implementing Water and Sanitation projects

  • Experience in implementing EC grants with good knowledge donor requirements

  • Familiar with issues in the fi eld of development and children’s issues in the context of Human Rights based programming

  • Demonstrated knowledge and experience in report writing, budget tracking

  • Proven experience & knowledge of leading sanitation approaches like CLTS, SanMark,
    PHAST among others

  • Ability to work effectively with donors and other partner organizations

  • Proven ability and experience in community mobilization and participatory approaches

  • Computer knowledge in Microsoft Office Software


How to apply

Competencies and Experience



  • A University Degree in Commerce or Business Administration with a bias in Accounting

  • At least 3 years working experience in a busy organization preferably in an NGO

  • Experienced in Microsoft office applications i.e. excel, word, access and power point and accounting software packages such as SUN, Tally, Sage

  • Skills and experience in Fleet , Asset and stores management preferably in an NGO
