Project Manager: access to and quality of sexual and reproductive health services

Project Manager: Improving access to and quality of sexual and reproductive health services in Kompong Speu province.

E&D started in March 2010 a new project in order to improve the access to and the quality of sexual and reproductive health services in Kompong Speu province.

This program, co-financed by EU for a duration of 3 years, includes 2 main activities:

- Medical activities targeting medical staff in health centers and hospitals
- Social activities targeting key peoples inside the community

This action is leaded in partnership with the Cambodian NGO Social Services of Cambodia (SSC) and in close collaboration with the Health Authorities at province and district levels.

The Project Manager is responsible for the global implementation of the project; he/she coordinates activities and relationship with concerned people and supervises teams employed by E&D.

As an E&D employee, he/she will be subject to the E&D intern staff code and under the responsibility of the Project Manager. She/he also reports to the Desk Officer based in E&D headquarters.

The post is based in Kompong Speu with frequent travels to the field.
The project manager will also be brought to travel regularly to Phnom-Penh.

Her/His missions and responsibilities are:

1. Manage the project

1.1. Project management and overall coordination

The project manager is responsible for:

-Establishing activities according to the project documents: logical framework, activity report, chronogram and provisional budget.
-The implementation of tools allowing activities follow-up and results indicators analysis.

For each aspects regarding social work activity, she/he acts in cooperation with the Prevention Coordinator and may seek the support of a social work consultant for punctual missions.

The project manager is responsible for the coordination of the overall project activities.

In that capacity, she/he:

-Oversees planning meetings and reports with the Prevention Coordinator
-Ensure that medical and social work teams work together
-Consolidates and analyzes data collected by teams

She/He is responsible for writing the annual report in accordance with the leading donor format

1.2. Manage HR
The project manager oversees the team in charge of the project (22 peoples):
-1 Assistant
-1 Prevention Coordinator
-1 Doctor
-5 midwives
-4 field coordinators
-2 facilitators
-4 Seniors doulas
-4 Emergency Community Mobilization Workers

For these peoples, she/he
-Finalizes the recruitment of the necessary staff for activities realization, in accordance with the post description and the provisional budget.
-Defines the local teams annual targets and assess them individually every years
-Suggests a plan for training sessions

1.3. Administrative and financial management
In cooperation with the E&D Financial and Administrative Manager in Cambodia, she/he is responsible for E&D of the good use of project funds. In that capacity, she/he
-Ensures the good use of funds allowed to the local partners
-Asks a preliminary agreement to the Desk Officer for every committed expenditures
-Approves monthly fund demands sent to the headquarter
-Approves monthly project accountancy
-Analyzes the monthly project budgetary audit
-In collaboration with the Head of Mission and the headquarter, she/he participates in the complementary fundraising activity

1.4 Medical activities
He supports the local medical staff (doctor and midwives) for the achievement of medical activities. She/He:
-Estimates needs for equipment in health centers and hospitals
-Estimates needs for staff training sessions
-Assess professional practices of health centers and hospitals staff
She/He maintains good relations with Health public Authorities inside the project area:
-She/He reports project activities to the Mother and Child Health department (MCH) of the Province Health Department (PHD)
-She/He represents E&D to MCH, PHD and Health district Authorities (Operational District)

1.5 Capitalization and visibility
In coordination with the Prevention manager he ensures:

-The production and the documentation spreading in accordance with the work methodology established for the project.
-The planning of visibility activities
-The organization of results spreading seminar

2. Communication

- She/he represents E&D in inter-ONG seminars regarding health issues (MEDICAM)
- In collaboration with the Head of Mission, he organizes and coordinates the missions of: headquarter staff, technical consultants, internal and external evaluators and various donors. He also underlines aspects which has to be treated and organizes various meetings and travels in the field in accordance with the terms of references of the missions.
-She/he writes a monthly report which describe her/his own activities
-She/he writes a biannual report including project results
-She/he writes punctually, on HQ requests, notes for the quarterly informational report

This post description will be specified by an annual action plan and will be eventually modified according to project and partnerships evolutions.

Requested profile:

- Doctor or midwife
- 5 years of experience managing medical projects in developing countries
- Experience in team management
- Experience with Health Authorities
- Experience in training appreciated
- Perfect command of project cycle
- Good writing skills
- Excellent written and verbal English skills, Khmer appreciated
- Demonstrated skills in intercultural dialogue
- Willingness to work in the field
