Project Manager Supporting Agricultural Development Project

I. About MADERA

Mission d’Aide au Développement des Economies Rurales – Afghanistan (MADERA) is a French non-profit, non-governmental organization, founded in 1988 with the purpose of improving the quality of life of the people of Afghanistan and fostering the conditions necessary for peace. Its actions are oriented towards empowering rural communities by building their capacities and supporting their initiatives, with the aim of giving them greater control over their own development.

MADERA implements a two-track strategy which links relief and rehabilitation with development. MADERA provides a response to:
(i) Emergencies, through the creation of short term employment opportunities paid in cash and food, and distribution of food and agricultural inputs (seeds, fertilizer, etc); and provides vital water and sanitation facilities, etc - aiming at supporting the most vulnerable families.
(ii) Medium to long term concerns, through rural development projects aiming at a more sustainable impact on livelihoods and improvement of the quality of life of the population. These projects adopt a multi-sector approach, in several rural development fields.

MADERA is active in six provinces of Afghanistan: 4 eastern provinces (Kunar, Laghman, Nuristan, and Nangarhar), 1 central province (Wardak) and 1 western province (Ghor). MADERA has over 500 employees (including around 10 expatriates). In 2009, MADERA’s annual budget was over 5 million Euros.

II. About the Supporting Agricultural Development Project

Farmers, herders and orchard owners in district of Behsud I district and northern parts of Behsud II district of Wardak province have received support over the previous four years under rural rehabilitation and development projects but are still recovering from the impact of severe drought over the past decade and many require further support to improve their quality of life.

In order to secure successful community development in future, it is necessary for these communities to become empowered and actively involved in local development.

The supporting agricultural development project started in August 2010

Under this project, the development priorities of the populations are clarified. MADERA facilitates participatory community-based studies (participatory rural appraisal) which will enable communities to identify their needs and resources and shape their own development paths and lives.

At the same time, MADERA works with selected communities to implement rangeland regeneration activities in order to increase awareness of the need to protect and regenerate rangelands, and develop the necessary technical knowledge and resources to enable communities to better manage this vital natural resource in the future.

The project has two specific objectives:
•To assist community members to identify their development needs and how they can address those needs.
•To gain the knowledge required to assist communities to protect their natural resource base, on which their agricultural development depends.

The project has two main components, as described below
1. Identification of community development priorities
In order to ensure that development in the targeted districts proceeds in the most appropriate and beneficial way for the residents, MADERA will support some communities and groups in the two districts to identify their development priorities.
2. After initiating discussions within communities regarding the degeneration of rangelands and how they perceive the rangelands can be regenerated and protected, the target communities, in cooperation with a rangeland management expert, will design a pilot rangeland regeneration activity. At the same time, activities will be implemented to encourage the local population to reduce their consumption of fuel (wood/shrubs) collected from the rangelands.
