Senior Manager, Operations Research and Evaluation

The Operations Research and Evaluation Manager works with the CPM/TSQ Director and other senior CPM managers to develop and implement operations research and pharmaceutical management intervention evaluation in the Strengthening Pharmaceutical Systems (SPS) and other CPM projects. He/she develops and implements programs to ensure that CPM’s operations research and evaluation activities meet quality standards and achieve intended objectives. He/she works with CPM VP and CPM Directors to define the CPM results management framework, aligned with the overall MSH’s Results Management Framework, and manages CPM processes for compiling and reporting results indicators from all CPM projects as part of the MSH Results Management system. The Operation Research and Evaluation Manager supports the SPS Program through implementation of a periodic technical review program and program monitoring and evaluation. He/she works with the CPM/TSQ Director and other CPM senior managers to develop new business for CPM and to establish and manage collaborations with bilateral and international agencies and global drug management initiatives. The Operations Research and Evaluation Manager works with the CPM/TSQ Director and the Director, Capacity Building and Performance Improvement to develop and manage programs to mentor and train CPM technical staff and consultants on CPM operations research and evaluation approaches and tools. He/she directly supervises the SPS Strategic Monitoring and Reporting Program Associate and other CPM technical staff as needed. The Operations Research and Evaluation Manager oversees CPM activities related to pharmaceutical sector assessments and related research and provides direct technical assistance to developing countries in areas related to monitoring and evaluation in pharmaceutical management. The position is based in the Washington, D.C. area.


SPECIFIC RESPONSIBILITIES:

1. CPM Results Management Framework – refine, implement and manage the CPM Results Management framework and center-wide performance indicators, obtaining input and approvals as required from senior CPM managers, aligning it with MSH’s overall Results Management Framework.. Serve as CPM representative on the MSH Results Management core team, liaising as required with the Results Management counterparts in other MSH offices and Centers. Compile CPM results indicators from all CPM projects and report results to MSH as required as part of the overall MSH Results Management System.

2. SPS Quarterly Technical Reviews – manage the quarterly SPS technical review program, including objectives, content guides, results or performance indicators and tools.

3. Pharmaceutical Sector Assessments and operations research – assist the TSQ Director in design and implementation of pharmaceutical sector assessments and appropriate evaluations in programs or projects related to pharmaceutical management issues. Manage and enhance the CPM pharmaceutical sector assessment, operations research evaluation tools.

4. Technical Assistance in developing countries – Provides direct technical assistance to CPM clients in developing countries as required, focusing on work related to pharmaceutical systems research, and monitoring and evaluation.

5. New Business Development - Works with the CPM/TSQ Director and other senior CPM program managers to develop new business for the center, including developing and maintaining relationships with existing and potential clients and preparing funding proposals as needed.

6. CPM Technical Staff Development – Provides operations research technical guidance and mentoring to CPM technical staff as needed, and works with CPM/TSQ Director and the CPM Director, Capacity Building and Performance Improvement, to develop and implement programs to orient and train new CPM technical staff and consultants.

7. Technical Staff Supervision – Supervises the SPS SM&R Program Associate and other CPM technical staff as required.


QUALIFICATIONS:

1. Post-graduate degree in discipline related to pharmaceutical management, international health, or professional degree in a health-related field required.
2. Proven ability to relate effectively to senior-level policy makers in developing countries and leaders in US and international academia and professional associations.
3. Proven ability to effectively communicate operations research findings in international meetings and peer-reviewed publications.
4. Experience in managing operations research and monitoring/evaluation/results management programs relating to pharmaceutical management.
5. Experience in developing and managing new projects with major U.S. and international development agencies and donors.
6. Ability and availability to travel internationally 30% of time or more.
7. Competence in word processing, spreadsheets, and database applications.
8. Complete fluency in English and ability to write lucid technical reports and documents in English required.
9. Ability to work in Spanish, French, or Portuguese preferred.
