Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a fixed-term appointment of one year limited to the Special Tribunal for Lebanon (STL). Any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.

RESPONSIBILITIES:

The post is located with the Special Tribunal for Lebanon (STL) in Leidschendam, The Netherlands in the Security and Safety Section. Under the direct supervision of the STL Chief of Security and Safety the Security Coordination Officer (SCO) is required to perform the following functions:

• Manage (collect, coordinate, analyze and disseminate) threat and risk information in order to serve as a decision-making and planning tool for the Chief of Security. Conduct security risk assessments to determine adequate protection measures for the STL facilities both in Leidschendam and Beirut and assist with recommendations to ensure HMOSS (Headquarters Minimum Operating Security Standards) and MORSS (Minimum Operating Residential Security Standards) compliancy. Undertake assessments for specific events with potential security implications, such as missions to Beirut, conferences, meetings, VIP visits etc.
• Monitor predictive indicators and early warning information and provide advice and training to staff on appropriate security measures. Conduct security training and presentations in areas such as induction of new staff, pre-mission briefings, hostile surveillance and personal security awareness and responsibilities of Floor Wardens.
• Assist in the drafting and preparation of security policies, procedures and security plans both in Leidschendam and Beirut. Monitor security-related preparedness a compliance.
• Undertake general operational security responsibilities, including establishment and maintenance of internal security travel clearance programme; monitor movements of STL staff and responses to security-related incidents affecting STL staff. Maintain records of participants who have completed necessary security training and coordinate travel arrangements.
• Conduct personal security risk assessments for high-profile officials and work closely with the national Security Services; maintain effective relations with the all Organs of the STL, governmental and non-governmental agency representatives and officials relevant to the identification of threats and risks to STL’s assets and resources; participate in meetings of a technical nature with expert groups and other gatherings to exchange information.
• Assist with the Quarterly Incident Report and Minimum Operating Security Standards (MOSS) and Minimum Operating Residential Security Standards (MORSS) associated reports.
• Perform other assignments as required.

COMPETENCIES:

• Professionalism: Knowledge in the field of security management and awareness of MOSS and MORSS compliance policy. Proven investigative and research skills with the ability to present complex issues in an understandable format both in report papers and presentations. Knowledge of security risk assessments and development of security plans is highly desirable. Capabilities in planning, organizing and executing security operations. Ability to accomplish objectives without the need for close supervision.
• Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
• Communication: Speak and write clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed. Must be able to present and communicate complex issues in an understandable manner.
• Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda.

QUALIFICATIONS:

Education: A first level university degree (BSc or equivalent) in Security Management or related field. Relevant professional training courses, qualifications/awards provided by law enforcement or intelligence agencies may be accepted in lieu of academic qualifications.

Work Experience: Minimum 7 years of progressively responsible experience with an emphasis on investigation or research with police or similar entity in the acquisition and handling of intelligence, information and evidence. Experience of working in cooperation with intelligence and/or police agencies Experience in the collection and management of information. Possession of an advance university degree in a relevant field may be considered in substitution of years of experience.
Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post proficiency in oral and written English is required. Knowledge of the other official languages is an asset.
Other: Proficiency in the use of MS Software such as PowerPoint, Excel and Word. Good presentation skills would be advantageous.
