Logistics Coordinator (M/F)

Jerusalem (with regular field visits to Gaza & Nablus)

MdM has been working in the Occupied Palestinian Territories since 1995. The activities are implemented in Gaza and in Nablus, and focused now in the Emergency Preparedness at health services and community levels, and Mental Health.

1. Gaza

Established in Gaza since February 2002, MdM has implemented long-term program to improve the quality of healthcare offered to the people of the Gaza Strip and thus limit the impact of the conflict on their health, in partnership with the Ministry of Health. In 2011 our activities are particularly focused on ensuring the increase population survival and health access and quality right protection in Gaza Strip Humanitarian crisis.
The current project has two main components:

- The strengthened of the Emergency preparedness at the PHCC level with the PHCC-ER of Khan Younis being integrated into a comprehensive MOH Health EPP
- The development of the community mobilization related to Emergency Preparedness in the Gaza Strip

2. Nablus

Since 2000, MdM has been working in the field of mental health and since 2003, in Nablus. A field-based needs assessment in the District of Nablus highlighted the extent of psychological problems within the population, as well as the strengths and weaknesses of the existing healthcare system. Médecins du Monde is seeking to improve the psycho medical health access of the general population of Nablus Governorate and specially for the vulnerable villages of Nablus governorate.
In 2011 the program expects the following specifics results:

- To provide better access to an improved Psycho-medical and psychosocial support at the PHCC for the population from villages covered by the 5 targeted PHCC.
- To improve psychosocial wellbeing (Playfulness, self confidence, and tolerance) through sustainable access of quality psychosocial services at school level for the children from the targeted schools of the 5 selected villages.
- To offer better access to a mental health referral system of a proper quality functioning between the schools, PHCC and CMHC centre for the population from villages covered by the 5 targeted PHCC.

Tasks and responsibilities :
Working directly under the responsibility of the General Coordinator, he/she will ensure the management of the MdM logistic activities in the country and support to the field offices under the supervision of the General Coordinator
- Support to the Liaison and security manager as regards security

More specifically :
Team management:
- To manage, supervise and develop the work of the logistic team of Jerusalem base
- To support the base logisticians working in the field offices. Ensure proper coaching and on-the-job training for them on logistics issues.
- To support the Liaison and security manager in implementing the security rules on all MDM projects.

Program activities
- In Jerusalem: supervise and organize the logistic components of all MDM projects. Participate in the management of activities in coordination with the rest of Jerusalem team
- In the field offices: be the guarantor of the proper implementation of the MDM and mission logistic procedures. Support the field logisticians and the field coordinators on logistic matters.

Procedures
- Brief new staff on logistic procedures
- File and conserve documents of the logistic department (guidelines, purchase files, donation certificates, contracts with suppliers, manuals of instructions of MDM equipment, reports etc) in order to capitalize on information on and preserve them
- Update the logistic procedures of the mission and implements MDM logistics procedures set up by the HQ
- Prepare (or update) all relevant follow up tools needed in the mission and brief the logistic team on the same

Transport
- Monitor the respect of the rules governing the use of vehicles and organise vehicle maintenance and follow-up
- Supervise the schedule of all driver-logistic assistants and the movements of the team to streamline the use of vehicles

Supply:
- Analyse the local market and keep an updated database of local suppliers corresponding to MDM needs and eligibility criteria (quality, price, service, ethics)
- Plan and manage purchases according to the activities and in line with all MDM and donor procedures.

Stock
- Supervise the management of all stocks including, in collaboration with the Medical department, that of medical items and drugs: ensure reception and proper storage, monitor consumption/distribution and follow up on the expiry of any perishable item in stock (including rotating the food and refilling consumables in the emergency boxes kept in the house and in the office)
- In collaboration with the logistician and the medical base manager, ensure proper reception and storage of any drugs and medical supplies purchased

Equipment
- Ensure the maintenance of all MDM equipment (vehicles, computers, printers, communication tools etc)
- Upkeep the records of MDM equipment and identification material entrusted to each person in the team
- Ensure that all staff is properly trained about the use of MDM equipment specifically entrusted to them and of all MDM general equipment available in the office (shared printers, copier machine etc)
- Ensure that all staff who has access to an MDM computer is properly trained about making regular backups of their data and protecting their computer from viruses

Conditions of employment :

Type of contract : VOLUNTEER (French law)

Starting : 01/05/2011

Duration : 12 months

Monthly allowances : 915 euros / month (+ perdiem)

Skills and experience :
- Experience in a logistics position for at least 2 years
- Experience in supervision and team management, if possible abroad
- Knowledge in purchasing procedures, including donors’.
- Field experience under potentially hazardous safety conditions
- Capacity to work and to live in tense conditions
- Ability to classify and to manage priorities
- Organisational skills, rigor
- Excellent knowledge of Windows environment (Word, Excel...)
- Outstanding management and communication qualities
- Listening and diplomacy skills
- Reactivity, anticipation, adaptability, capacity to take initiatives
- English (spoken - written / read) + French or Arabic is an asset
- Knowledge of the Muslim world and/or the area an asset
