Reports to: Head, Social and Economic Development Unit (SEDU), a unit in the Strategy, Advocacy and Learning (SAL) Directorate
Country Director when on assignment in field

Job Location: Dublin with up to 30% overseas travel

Contract Details: Two year fixed term contract
Pay Band Dublin : Pay Band 5 : €41,281 - €50,418

Job Background: The Education Adviser position is within the Strategy Advocacy and Learning Directorate (SAL) of Concern Worldwide. The adviser will focus on supporting Concern’s Education Programme through drafting policy and strategy, discussion papers, ‘best practice’ documents and tools and developing effective strategies in the education sector. As member of SAL, the adviser will work within the mandate of SAL which is to develop policy, support fields, contribute to the monitoring of the Concern Worldwide Strategic Plan and contribute to the implementation of organisational policies. This necessitates an understanding of how extreme poverty can be addressed through our education programmes, and strengthening the linkages between our education programmes and improving the food security, nutritional status and health of extremely poor people.
Advisers in SAL work closely with the Overseas Directorate of the organisation and support the line management of programmes in understanding and adhering to ‘best practice’ in technical areas and in current development thinking and practice. The adviser’s role is one of giving direction, setting appropriate standards, facilitation and providing technical support; it is not one of management or hands-on work in the field unless in a training context.

Job Purpose:

To provide specialist support to Concern Worldwide in the sector of Education and to strategically develop and support Education as a key programme within the organisation.
Main duties & Responsibilities:

1. Provide direction and leadership to Concern’s education programme from a specialist position.
2. Provide technical and strategic support for the design, implementation, monitoring and evaluation of country and multi-country education programmes. This includes providing appropriate desk support, training opportunities and visiting overseas programmes or projects on request.
3. Policy and Strategy:
• Keep abreast of policy trends and thinking within the international development field, and support Concern in maintaining a current position on topics connected to Education.
• Disseminate new developments in education to fields and Overseas, this can include supporting the organisation of global workshops.
• Prepare discussion documents on request on specific issues and topics within the Education sector in order to clarify and guide Concern Worldwide’s thinking in Education, and ensuring it reaches our target group of the extremely poor, as laid out in Concern’s current Strategic Plan.
4. Assist the Human Resources and Overseas departments with recruitment, screening, interviewing and briefing of staff for education programmes.
5. In coordination with country programme staff, synthesise, document and disseminates lessons learned from Concern’s education programmes, including producing an annual review of best practice and learning experiences, and other requirements for Organisational reporting.
6. Identify areas of research, to support identified strategies and provide support and backstopping to appropriate research programmes.
7. Networking and Representation - support and develop strategic partnerships and relationships, with education specialists in other NGOs, institutions (including academia) and with professional groups. Represent Concern in dealings with these organisations and with donors on areas related to education.
8. Support Concern’s Advocacy campaigns in relation to education, at local, national and international levels.

10. Emergency deployments: Provide specialist support to education programmes designed in emergency response contexts, as and when required.

Person specification:

Essential:
• Education - MEd or primary degree in Education with post-graduate qualification in Development Studies or a related field.
• 5 years progressive experience in an NGO or development agency including direct experience in education programmes in developing countries, proven experience and specialisation in primary education, and evidence of expertise in areas such as equality in education, or community management of schools
• Extensive design, implementation and evaluation of programme experience in developing countries
• Experience of living and working Overseas – in particular experience in or of fragile states or similar contexts – the adviser needs to be interested in defining and applying best practice in those contexts.
• Proven provision of technical assistance in a variety of education related areas
• Experience in project cycle management and processes
• teaching experience.
• good interpersonal skills.
• writing skills, facilitation and training skills.
• familiarity/knowledge of poverty eradication work.
• Strong analytical and conceptual skills and experience of Project Cycle Management and processes.
• Fluency in written and spoken English
