Senior Technical Officer, Strategic Information

We seek qualified candidates for the position of Senior Technical Officer, Strategic Information based in Kigali, Rwanda.

Position Responsibilities:

As a member of the Country Office (CO)’s Monitoring, Evaluation, and Research (MER) team, the Senior Technical Officer, Strategic Information coordinates the Strategic Information (SI) unit in charge of data management and program monitoring and evaluation (M&E) within the FHI/Rwanda Country Office (CO) portfolio. Responsibilities include: Oversee the establishment and maintenance of Strategic Information tools, guidelines, and systems; Offer technical assistance in SI/M&E topics, as needed; In collaboration with SI, Research, Tech/Project, and Program Management staff, ensure the timely and high-quality collection, compilation, analysis, and dissemination/sharing of data within FHI, to external stakeholders, and to implementing agencies, in order to satisfy reporting requirements, to provide data for improved program decisions and service delivery, to inform policy and science; Coordinate efforts to build capacity of FHI staff and local partners (especially Data Managers in sites) in monitoring and reporting on inputs, service delivery outcomes, and other results as well as using project/patient monitoring data to improve existing services and design new programs; Serve as the primary point person for donors and FHI headquarters/regional staff regarding portfolio-level queries about the calculation of performance indicators/disaggregations, the estimation of annual targets, the reporting of project results, data management systems, etc; Perform other related duties as assigned.

Minimum Requirements:

BS/BA in public health or related field, and 7-9 years relevant experience in HIV/AIDS or family planning with international development programs; or MS/MA/MPH in public health or related field, and 5 - 7 years relevant experience in HIV/AIDS or family planning with international development programs; or PhD, MD or similar degree with 3 - 5 years relevant experience in HIV/AIDS or family planning with international development programs. Overseas field experience required. English skills required; French skills desired; and Kinyarwanda or Swahili skills a plus.
