Position: Team Leader

Starting date: 1st April 2011

Contract period: 24 months (fixed term contract) plus potentially part-time extension

Location: Tirana, Albania

The Austrian Development Agency (ADA) is the Operational Unit of the Austrian Development Cooperation (ADC). It is in charge of implementing all bilateral programmes and projects in ADC's partner countries and administers the budget earmarked for this.

Under the European Commission’s IPA (Instrument for Pre-Accession Assistance) Programme for 2008, ADA has been delegated to implement the IPA 2008 Support and Expansion of the Treasury System project via Indirect Centralised Management (ICM).

The overall objective of the Support and Expansion of the Treasury System (SETS) project is to strengthen public financial management in Albania in compliance with the European Partnership and the National Strategy for Development and Integration.

The purpose of this project is to substantially strengthen the capacities of the Ministry of Finance (MoF), Line Ministries, Spending Units and large Municipalities to assure an optimal financial management of government resources and the expansion of the network between the MoF, Treasury District Offices, Line Ministries, Spending Units and large Municipalities.

The expected results (ER) to be achieved by the project are:

ER1. Effective business processes and information flows established and respective functional staff trained.

ER2. Effective cash management system is established and treasury staff trained.

ER3. Good quality technical specifications developed for i) software design and expansion and ii) supply of network and IT equipment.

ER4. Treasury System expanded through new system developments configurations, piloted in selected spending institutions and MoF, IT and functional staff capable to monitor and maintain the system.

ER5. Simple software for cash forecasting and management installed and operational.

ER6. Network (hardware/software) and IT equipment for treasury expansion.


For the implementation of the EU funded SETS project ADA is looking for a Team Leader.


Main tasks of the Team Leader will involve:

  • The overall technical, operational and financial management of the project;
  • Selection and supervision of short-term experts;
  • Leading and carrying out various assessments in the inception phase;
  • Preparing inception report;
  • Provision of technical assistance to all components with a particular focus on cash management and business processes;
  • Support and supervise the formulation of TOR for tendering documents for required IT software, hardware and network supply;
  • Monitor the implementation of supply and service contracts;
  • Facilitation of stakeholder and other coordination meetings;
  • Liaison with government officials, EU Delegation and other relevant stakeholders;
  • Organisation of the Steering committee meetings and the project coordination meetings;
  • Quality Assurance of project interventions and outputs;
  • Organisation of an external evaluation and audits;
  • Representation of the SET project;
  • Reporting internally (to the ADA Head of Office) and externally (European Commission).


Requirements:

  • Minimum of 6 years professional experience in public administration with a focus on public financial management (PFM);
  • A university degree in public administration or other related disciplines;
  • Senior management experience with donor funded projects and programmes;
  • Experience in establishing public financial management systems;
  • Familiarity with technical solutions in the area of treasury systems/ePFM systems;
  • Experience in designing capacity building and technical assistance interventions for public administrations in transition countries including minimum one year of work experience as advisor within a ministry;
  • Experience in training and coaching/mentoring in financial management;
  • Experience in procurement processes above EUR 500,000.00;
  • Fluency in English language;
  • Excellent facilitation and communication skills.


Desired:

  • Country specific experience;
  • Knowledge of the German and Albanian language;
  • Knowledge of the specific PFM situation of Albania would be an asset;
  • Experience with EC funded projects and programmes.
