Sustainable Livelihoods Programme Accompanier

JOB DESCRIPTION

Job purpose: The post holder will provide technical support to the Catholic Development Office, Diocese of Tombura-Yambio / Western Equatoria for the timely and effective delivery of its Sustainable Livelihoods Programme, ensuring demonstrable impact resulting in enhanced food security for beneficiary communities.

Programme activities focus on agriculture extension services, livestock, and market / micro-enterprise development, providing beneficiaries with skills and inputs that will strengthen their livelihoods assets, and help (re-)build economic and social interaction between diverse communities. The programme targets returnees, and host communities.

The post holder will work closely with partner staff to ensure that activities are implemented in an integrated and context-appropriate manner that contributes to peaceful inter-community interaction and in accordance with “Do No Harm principles”.

Accountability: The Programme Accompanier shall be accountable to Caritas Austria programme manager (based in Vienna). ToR explaining the management relationships between these three parties will be provided.

The Programme Accompanier will liaise closely with the Development and Peace Office, Diocese of Tombura-Yambio Livelihoods Co-ordinator, the CAFOD Sustainable Livelihoods Programme Officer, in as far as technical aspects of the programme is concerned focussing on partner capacity building at staff and organisational level, documentation and sharing of lessons learnt, development of quality proposals, advocacy initiatives, coordination internally and with other players in the state.

KEY RESPONSIBILITIES

Programme Management and Capacity Building
• Support the Diocese of Tombura-Yambio Livelihoods Co-ordinator to develop and review periodic activity work plans for programme staff to ensure timely implementation of programme activities.
• Support Diocese of Tombura-Yambio Co-ordinator to supervise and coordinate the day-to-day implementation of programme activities with partner staffs, farmer groups as well as with other key stakeholders in the area.
• Assess the capacity needs of partner staff, and in consultation with the Caritas Austria Programme Manager and CAFOD Sustainable Livelihoods Programme Officer, implement capacity building activities.
• In consultation with Caritas Austria Programme Manager and the CAFOD Sustainable Livelihoods Programme Officer, ensure that learning and best practices are incorporated into programme delivery.
• Develop relevant activity monitoring tools to capture data to ensure the appropriateness of the programme and gauge programme impact. Ensure documentation of lessons learnt and best practices to be shared with relevant stakeholders.
• In consultation with Caritas Austria Programme Manager and the CAFOD Sustainable Livelihoods Programme Officer, assist partner staff in the production of high quality project proposals.
• Ensure that relevant, high quality and timely programme reports are prepared.

Programme quality, systems and standards
• Support the Catholic Development Office, Diocese of Tombura-Yambio Livelihoods Co-ordinator to ensure beneficiary identification based on need and vulnerability.
• Provide technical support and guidance to partner staff for the delivery of a high quality food security and livelihoods programme.
• Coordinate and ensure high quality standards of trainings and technical support offered to the farmer groups by the Extension Workers.
• Work with the CAFOD Disaster Risk Reduction (DRR) Advisor, Sustainable Livelihoods Programme Officer and Emergency Response Officer to integrate DRR into programme activities.
• Liaise with the HIV & AIDS Programme Officer to mainstream HIV within the livelihoods programme.
• Liaise with the Peace & Reconciliation Programme Officer to ensure conflict sensitivity in programme design and implementation.

Representation and communication
• With the Catholic Development Office, Diocese of Tombura-Yambio Livelihoods Co-ordinator, jointly represent Caritas Austria and Diocese of Tombura-Yambio in State and County sector co-ordination meetings.
• Support the development of supporter communications materials, including collection of case studies.
• Build and strengthen relationships with sister agencies and agencies of strategic importance.

In addition to these specific duties, the Programme Accompanier may be expected to undertake other tasks, as requested by the Caritas Austria Programme Manager to ensure effective delivery of Caritas Austria’s country programme and the maintenance of Caritas Austria policies and procedures.

BACKGROUND

Funds are raised through the Catholic Church in Austria, from individual donors and grants from the Austria Government, European Union and other institutional donors. At the same time, Caritas Austria promotes an understanding of the problems of under-development and its underlying causes.

Gender and civil society capacity building are cross-cutting issues across all Caritas Austria work.

SUDAN: Caritas Austria has been working in Sudan since more than 15 years in livelihoods and children’s projects.
