Job Description

Job Purpose

• To keep an accurate overview of programme and office finances; responsible for providing efficient and effective financial guidance and support to programme staff.
• To be responsible for book-keeping and preparation of office accounts (but not sign-off)
• Providing support and capacity building to partners on financial standards and systems including assessing partner financial needs.
• Responsible for financial aspects of donor compliance and developing relations with donors (in liaison with Programme Development and Funding Officer)

• Not a budget holder

Accountability

This role reports to the Country Representative

Grade: 6

Key responsibilities

Assist in maintaining an overview of CAFOD’s finances in Sudan (70%):
• Responsible for book-keeping using relevant software
• Preparation of monthly accounts in compliance with CAFOD’s financial procedures
• Manage the bank accounts ensuring adequate cash levels are maintained in the offices
• Assist in maintaining overview of the programme, office and guest house finances, providing accurate and timely updates to Country Representative, Programme Managers and CAFOD in London when requested to.
• Ensure that CAFOD Financial standards, policies, and procedures are disseminated to all staff and partner staff as appropriate and documentation is placed in SharePoint and available for ready reference in physical files.
• Coordinate the timely submission of any records and accounts as required.
• Support the budgeting processes and suggest relevant changes as and when necessary.
• Ensure full accountability through effective record keeping.
• Assist in training of programme staff in the policies and procedures for financial accountability.
• Ensure upward and downward transparency and accountability throughout the programme.
• Preparation of documents for annual or donor audits.
• Responsibility for book-keeping, processing payments for all goods and services based on appropriate authorisations and supply chain procedures
• Under supervision of Country Representative, ensure accurate and timely monthly payroll for office staff
• Ensure monthly returns to Finance.
• Ensure fixed asset register is maintained and updated, with all assets marked as CAFOD property and appropriately insured (in liaison with Office Administrator).

Partner finance support (in liaison with PDFO) (20%):

• Support programme staff in conducting financial assessments of CAFOD’s partners programmes, developing Programme Accounting Frameworks, cash-flow forecasts and procurement plans, reviewing budgets and reports, and reviewing audits; responsible for identifying any financial problems or fraud.
• With programme and partner staff produce and develop budgets and monitor the use of funds to ensure they are properly accounted for on a monthly basis or as required.
• Meeting with partner staff to review budgets and expenditure.
• Train partner staff in the policies and procedures for financial accountability and ensure ongoing compliance with these procedures.
• Participate in Quarterly Programme Finance Meetings.
• In consultation with Programme Managers, ensure timely transfers to partners for effective programme implementation.

Donor compliance and development (in liaison with PDFO) (10%):

• Develop comprehensive tools to ensure financial compliance to donor standards.

You may be required to carry out other reasonable duties and responsibilities from time to time in agreement with your line manager. Keep strictly confidential all work-related information. Some travel outside Central Equatoria State will be required.
