Job Description

Job Purpose
• To ensure efficient planning, procurement, storage, distribution and reporting of goods in compliance with CAFOD’s Supply Chain Manual and donor requirements.
• To contribute to effective security management of CAFOD staff and assets.
• To strengthen partners’ capacity in relation to fleet management; procurement, storage and distribution; electricity supply; etc.

Job Scope

• Ensures compliance with Supply Chain procedures and supervision of goods and assets

Accountability
This role reports to the Humanitarian Programme Manager

Grade: 6

Key responsibilities

Logistics Management (50%):

• Participate in programme planning and preparation of donor proposals and reports in collaboration with relevant staff, and provide timely advice and technical support on logistics issues to other staff
• Develop and maintain project and programme procurement plans in collaboration with relevant staff
• Ensure maintenance of a supplier database
• Manage national and international procurement in collaboration with relevant CAFOD and partner staff in compliance with CAFOD’s Supply Chain Manual and donor requirements (maintaining familiarity with donor / CAFOD logistics requirements)
• Maintain a procurement-tracking system
• Organise transportation, customs clearance and other formalities for locally procured and imported goods to ensure timely receipt
• Ensure all goods are fully inspected upon receipt, with appropriate documentation maintained
• Review all requests for payment by suppliers and transport companies
• Supervise and monitor warehouses and stock movement consistent with CAFOD / donor procedures
• Ensure efficient and appropriate logistical support for the transportation of goods to field sites
• Ensure all loss, damage or misuse of goods are reported appropriately
• Ensure way bills and invoices are submitted to WFP and other donors as appropriate
• Ensure visibility / branding procedures are consistent with CAFOD and donor requirements
• In collaboration with relevant staff ensure appropriate electricity supply (mains, generator, solar, etc.) at CAFOD and partner offices, with appropriate control and maintenance mechanisms established
• Respond and act on audit findings as they relate to commodity management in coordination with the Finance Manager and Country Representative

Administration (10%):

• Ensure CAFOD Supply Chain Manual forms (or their equivalent) are used consistently and appropriately by CAFOD and partner staff
• Ensure appropriate filing of all procurement documentation for audit purposes
• Ensure appropriate filing systems (in CAFOD and partners) to include equipment manuals, maintenance schedules and other standard documentation
• Prepare monthly stock and vehicle movement reports

Security and Communication (20%):

• Adhere to country security guidelines
• Participate in the on-going monitoring of the security situation
• In collaboration with the Security Manager, undertake accommodation security assessments
• In collaboration with the Security Manager, ensure appropriate security of CAFOD staff and assets
• Maintain appropriate fleet management practices for CAFOD vehicles, in compliance with the Vehicle Policy, maximising efficiency and availability and ensuring regular maintenance
• Ensure that potential road evacuation routes are GPS mapped, and that GPS locations are recorded for all offices, residents, storage facilities and field sites
• Ensure appropriate management of communications systems, including maintenance of HF, VHF and satellite communication
• Ensure CAFOD and partner staff / visitors are capable of using communications systems appropriately

Training / Capacity Building (20%):

• Provide training and technical support to CAFOD and partner staff for effective stock control / handling
• Support partners to develop appropriate fleet management practices, maximising efficiency and availability and ensuring regular maintenance
• Ensure partner’s understanding and compliance with the Partners’ Use of CAFOD Vehicles Policy
• Facilitate access to appropriate 4x4 driving training for CAFOD and partner drivers

You may be required to carry out other reasonable duties and responsibilities from time to time in agreement with your line manager. Keep strictly confidential all work-related information. Significant travel outside Central Equatoria State will be required.
