Organizational background

Winrock International is an NGO undertaking a program by the name Sudan BRIDGE funded by USAID. This is a three –year development program with an overall objective of supporting the CPA by strengthening the capacities of state and local government to decentralize and deliver basic services, provide tangible peace dividends and increase economic opportunities.

Winrock International Sudan BRIDGE program seeks qualified Sudanese Nationals for the positions of Governance Project Officer: County Planning and Budgeting based in Northern Bahr El-Ghazal, Warrap or Unity States.

• The Governance project officer assigned to Northern Bahr El-Ghazal will spend at least 70% of the time in one of the counties namely Aweil East, Aweil West or Aweil North
• The Governance project officer assigned to Warrap State will spend at least 70% of the time in one of the counties namely Twic, Gogrial West or Tonj North
• The Governance project officer assigned to Unity State will spend at least 70% of the time in one of the counties namely Rubkona, Mayom or Guit

Major Responsibilities

1. Assist in developing and maintaining a range of working contacts in governmental institutions at state and county level, key Democracy and Governance (DG) implementing agencies and non-governmental organizations (NGOs), private sector circles to support the identification and implementation of program complementarities and synergies.

2. In coordination with the Governance Manager and other BRIDGE state sector specialists or officers, and in particular the Community Development (CD) team, the Governance Project Officer provides and/or (co)facilitates the training of relevant government officials on community engagement.

3. In coordination with the Governance Manager and other BRIDGE sector specialists or officers, the Governance Project Officer will assist BRIDGE targeted institutions and government officials in conducting community mapping and county profiling. This task include mobilizing relevant government officials and community members, and ensuring that required resources are available to complete mapping and/or profiling exercises.

4. In coordination with the CD staff and other relevant BRIDGE staff, the Governance Project Officer will organize and facilitate community consultation process and county budget conferences. This task includes mobilizing relevant government officials and community members, ensuring that required resources are available and implement all necessary steps leading to level consultation meetings and county budget conferences.

5. In coordination with the Governance Manager and other BRIDGE state sector specialists or officers, and in particular the Education and WASH teams, the Governance Project Officer will coordinate and/or facilitates all activities to ensure the functioning and effective use of local mechanisms for citizens to engage with relevant county authorities.

6. Coordinates, conducts and/or facilitates workshops, trainings, and mentorship programs to strengthen planning and budgeting processes at the county level. This task includes completing activities that address state-county interagency planning and budgeting activities coordinating mechanisms.

7. Provides mentorship and/or technical advice to relevant units of the county legislative and executive councils, and in particularly the county planning unit(s), to successfully complete planning and budgeting exercises and implement approved budget and plans. This task includes drafting and/or implementing designed mentoring plans and identifying required resources to improve LG ability to deliver services.

8. Participates in meetings and briefings with local government institutions, key governance implementing agencies and NGOs, and provide records of these meetings. Follow up on decisions and recommendations made in such meetings to ensure that actions are taken.

9. Assist and/or conduct follow up meetings/sessions with counties to implement mentoring systems and mechanisms to strengthen LG officials’ ability to plan, monitor and implement approved county plans and budgets, including identifying and articulating relevant Local Government Development Fund (LGDF) project design and implementation.

10. Maintain document tracking information system with updated data on all planning and budgeting activities and target groups. This information system will include data such as funding status, outstanding reports, and basic information on the institutions and structures, and ability to understand and implement GOSS planning and budgeting systems and processes.

11. Prepare correspondence (letters, invitations, memoranda, etc.) as needed.

12. Arrange meetings with government institutions and officials, key DG implementing agencies and NGOs.

13. Work with Governance Manager to prepare work plans, budgets and program reports as needed for the timely implementation of the program.

14. Assist in drafting weekly, quarterly and annual reports to BRIDGE Management and USAID/Sudan.

15. Perform, arrange, and coordinate field trips and site visits to assist and/or interact with county officials, monitor activity implementation and collect Monitoring and Evaluation (M&E) data.

16. In coordination with the Governance Manager, and the M&E specialists, update and monitor BRIDGE M&E governance indicators, activity implementation and progress.

17. Complete any other tasks as assigned.
