Program: Water for Recovery and Peace Program (WRAPP)
Position Location: Kapoeta Town, Southern Sudan, with frequent travel to other program activity locations within Southern Sudan
Supervised by: WRAPP Technical Manager
Coordinates with: Eastern Equatoria Community Development Officer

JOB PURPOSE
The Rainwater Harvesting Technical Officer will be responsible for in-the-field supervision of WRAPP rainwater harvesting projects in multiple locations throughout Southern Sudan. The Rainwater Harvesting Technical Officer will work with partner organizations to ensure that the projects are designed and executed in a technically sound and cost-effective manner, providing input at the planning, implementation, and monitoring phases. The Rainwater Harvesting Technical Officer will facilitate the work of partner organizations and liaise with local authorities in project areas to promote understanding of the project on the part of all stakeholders. The Rainwater Harvesting Technical Officer will also verify the reporting of implementing partner organizations as needed and make timely recommendations for any necessary remedial action to ensure that projects are fully functional and sound.

BACKGROUND
Pact Sudan Country program has been implementing Peace advocacy capacity building and water intervention programs in Southern Sudan since 2002. These interventions focused on community’s peace reconciliation advocacy as well as intervention on water Environmental & Sanitation and hygiene promotion program. The process of peace developmental interventions program forms part of the overall response to relieve poverty and suffering of the people in Southern Sudan.

The Overall aim of PACT Sudan Country’s program work in Sudan lies in enhancing the capacity of peaceful communities as a building block for enhanced community participation in the consolidation of peace and stability. PACT/Sudan’s strategies in achieving this target include reduction of vulnerability of the communities, increasing self-reliance in water development at the community level and increasing awareness in health, hygiene and sanitation issues among the beneficiary communities.

RESPONSIBILITIES AND TASKS
The Rainwater Harvesting Technical Officer will hold the following responsibilities:

General:
• Coordinate with the WASH Technical Manager and other program managers to create strategies and work plans for the implementation of WRAPP’s rainwater harvesting projects; ensure that rainwater harvesting strategies and work plans are integrated into overall WRAPP strategies and work plans.
• Coordinate with Implementation Coordinator, WRAPP Project Officer, and CDOs to ensure a high level of understanding with WRAPP staff about the various rainwater harvesting projects; provide technical information, training, advice, etc. to WRAPP staff as needed to facilitate their role(s) in monitoring and reporting on rainwater harvesting projects.
• Assist the WASH Technical Manager and other program managers in soliciting and reviewing rainwater harvesting project proposals, with particular attention paid to soundness of design, proposed implementation plans, schedules, budgets, etc.
• Work with the WASH Technical Manager, other program managers, and implementing partner organizations at the project design phase to ensure an appropriate technical approach and effective planning, budgeting, etc.; travel to proposed project sites as necessary to provide site-specific advice and support to partner organizations as required to achieve the same.

Project Implementation Technical Support, Training, Monitoring, and Reporting:
• Prior to the implementation phase of each project, prepare a project implementation monitoring and technical support plan in coordination with the WASH Technical Manager, other WRAPP program managers, and implementing partner organization representatives.
• Prior to the implementation phase of each project, ensure that necessary travel to the project site for training, monitoring and/or technical support is arranged and reflected in the rainwater harvesting work plan; submit any training plans/materials to the WASH Technical Manager for feedback at least a week prior to travel.
• During the project implementation phase of each project, provide on-site training, monitoring, and/or technical support to ensure proper execution of projects.
• Take the lead in the selection, procurement, monitoring and evaluation of all works related to rainwater harvesting.
• Subsequent to each field visit, prepare and submit a report in a timely manner (within one week) to the WASH Technical Manager documenting the progress of the work, complete with descriptive narrative, analysis, photographs, etc. in electronic format; this report will also include any issues for remedial action or immediate follow-up.
• Maintain regular communication with the WASH Technical Manager concerning activities and progress of rainwater harvesting projects, particularly where management decisions or logistical matters require urgent attention.
• In the case that remedial action is necessary, prepare an action plan, detailing both the problem(s) and most effective means of ensuring the project is sound at completion; submit this plan as soon as possible to the WASH Technical Manager and/or other WRAPP program managers for quick resolution.
• Prepare a comprehensive monthly report detailing activities and status of each rainwater harvesting project, to be submitted by the end of each month, at the latest.
• Maintain organized and systematic files with information, documents, reports, etc. pertaining to each rainwater harvesting project; ensure that electronic and/or printed versions of all documentation are provided to the WASH Technical Manager for review, recording, and dissemination.
• Communicate regularly with the WRAPP Program Administrative Assistant in the head office to coordinate/update movements and location.
EXPECTED OUTPUT
The Rainwater Harvesting Technical Officer will be expected to meet the following expectations, among others:
• Input to rainwater harvesting project strategies and plans, including critical review of proposed projects.
• Implementation plans specific to each rainwater harvesting local implementing partner and project.
• Site visit reports following each visit to a rainwater harvesting project site.
• Training materials as necessary, tailored to each project site and local implementing partner.
• Comprehensive monthly rainwater harvesting reports.
• Timely remedial action recommendation reports, in the event that problems arise with any project.
• Regular and timely communication with the WASH Technical Manager and/or other WRAPP program managers.
• Constant liaison with the WRAPP Program Administrative Assistant and Project Officer.

DESIRED SKILLS AND QUALIFICATIONS
The Rainwater Harvesting Technical Officer will possess the following minimum desired skills and qualifications:
• Have a minimum educational level at "A" level, preferably with 3 principal subject passes in science subjects; diploma in water, civil or mechanical engineering will be of added advantage.
• Possess computer and typing skills. PC-based computer literacy especially with MS Windows, Word, Excel is preferred with practical experience in the use of electronic communications including bushmail, HF and VHF radios (email, internet, etc)
• Demonstrable technical expertise in Rainwater Harvesting technologies and design, including construction and the delivery of practical, hands-on training
• Ability to interpret technical/working drawings for projects been undertaken
• At least 5 years relevant work experience implementing Rainwater Harvesting projects, preferably in a context of community development
• Significant experience working in Southern Sudan
• Willingness to work extended periods in the field.
• Preference will be given to equally qualified Sudanese candidates
• Proven leadership, management, communication, inter-personal, decision making and analytical skills.
• Ability to work with minimum supervision.
