PACT SUDAN EMPLOYMENT OPPORTUNITIES

PACT Sudan is a U.S. based INGO working in the areas of peace building, Water and Sanitation, civil security strengthening and infrastructure rehabilitation in support of the CPA across Southern Sudan. Pact Sudan has been operating in Southern Sudan since 2002 through various donors and primarily operates in Southern Sudan through partnerships with local non-profit organizations.
Pact Sudan is recruting for the following 3 key positions;
1. Monitoring, Evaluation, Reporting & Learning Coordinator
The MERL coordinator is a member of the Technical Team and is responsible for guiding the implementation of Pact Sudan MERL strategy. The MERL Coordinator will provide leadership to MERL Officers (WRAPP and Peace building MER Officers). A key part of the MERL Coordinator’s role will be to provide mentoring, coaching and training to Pact’s M&E Officers for the purpose of ensuring that they have technical skills and knowledge to provide increasingly professional and technical programmatic MER support. The post holder will be required to develop effective and flexible MERL systems capable to the ever changing conditions. S/he will lead in designing and implementing project formative and summative evaluation and where need be provide support to external consultants in project evaluation. S/he will lead Pact capacity building of partners and staff in MERL as well as promote Pact learning agenda.

Qualification and Experience:

• First degree with a minimum of 5 years carrying out M&E related work (Master degree is highly desirable)
• Experience in developing the logical/results framework, performance monitoring plans (PMPs) and related indicators;
• Skilled in applying quantitative, qualitative and participatory approaches in MERL
• Ability to design and implement MERL systems;
• Ability to facilitate training of people with varying levels of education
• Ability to analyze large volumes of qualitative and quantitative data
• Knowledge and skills in using any quantitative and qualitative data analysis software (SPSS, Epi-Info, QSR-NVIVO, STATA, QSR-NUDIST)
• Skills in database design and management using either Access, SQL or Visual Basic)
• Basic skills in ArcGIS and GPS is desirable
2. Monitoring, Evaluation, Reporting &Learning Officer (Peace Building Program)
The MERL Officer (Peace Building) will be responsible for collection, collation, management and reporting of project related data along performance indicators related to Peace Building programs. S/He will undertake routine field data collection; perform data quality checks on data from field staff and partners as well as timely reporting of the same.
The M&E Officer will provide input to monthly, quarterly and annual reports on M&E aspects as well as working with program managers/Officers to assess quaterly program achievements to be submitted to Results and Measurement team in Pact headquarters The MERL Officer will develop a system for tracking Performance Indicators and periodically report the status of each indicator on a quarterly basis. Apart from regular field visit (80%), the MERL Officer is expected to write field monitoring report on a monthly basis.
Qualification and Experience:
• Contextual knowledge of local issues, community priorities, organizational relationships, social and cultural constraints and realities, and environmental conditions
• Degree in social science is preferable (Sociology, Anthropology, Development Studies)
• Experience in participatory assessment, monitoring and evaluation,
• Proven training and facilitation skills
• Ability to processing and analysis large volumes of qualitative and quantitative data
• Working experience in Southern Sudan in the field of development
• Minimum of 3 years working experience carrying out monitoring, evaluation and reporting of Peace Building related activities
• Knowledge of one M&E related analysis tools (SPSS, EPI-INFO, STATA, QSR NVIVO) is desirable
• Excellent English writing and reporting skills
3. Geographic Information System Technician (GIS)
The GIS technician will be responsible for supporting the establishment of a functioning GIS capability within Pact Sudan to visualise multiple information sets to facilitate planning, implementation and monitoring of programmes. The primary role for the GIS Technician will be to ensure that spatial and attribute data, related to Pact project performance indicator and conflict information, is appropriately collected, collated, integrated and mapped to support internal and donor reporting and other purposes specified by the MERL Adviser. The post holder will undertake routine field data quality checks to assure data quality issues such as accuracy, verification, conflict sensitivity, currency and completeness is adhered to. S/he will train, mentor and support Pact staff and partners in GIS/GPS related skills. S/he will work closely with the MERL and Peace Officer to ensure that project related activities is geo-referenced and spatially represented and included in reports where necessary.
Qualification and Experience
• A minimum of a bachelor’s degree in Information Technology with GIS experience, GIS certification or other relevant discipline with professional training.
 A minimum of 2 years experience working in the area of GIS
 Experience in Southern Sudan will be an added advantage.
 Experience conflict mapping, Water and Sanitation, natural resource management, and basic health indicators
 Working knowledge of any ESRI related software (Arc Editor, Arc Info, Arc View, Arc Reader)
