Water and Sanitation Engineer

Chad - Based in Goz Beida with travel to the surrounding villages required.

Job Location: Based in Goz Beida with travel to the surrounding villages required.

Contract Details: 6 months to 1 year, Unaccompanied

Job Purpose: Responsible for overall management of the water and sanitation programme including engineering activities and hygiene promotion.

Main duties & Responsibilities:

•Carry out field assessments in order to plan, design and implement the programme.
•Recruit and manage the drilling team, build their capacity on technical design and test technical practice.
•Support logistics in the procurement of necessary materials for the programme and plan effectively to allow implementation to start in the dry season.
•Work with communities to establish and train water committees, identify appropriate sites for drilling etc.
•Supervise the drilling of boreholes, testing of water, construction of pumps etc, ensuring quality as per Sphere guidelines and best international engineering practice.
•Monitor the implementation of the drilling programme and produce regular progress reports.
•Develop and document written protocols and standard operating procedures for the drilling programme
•Supervise the construction of latrines and ensure they are constructed to the appropriate standards.
•Manage the health and hygiene promotion team (set objectives, identify training needs etc)
•Conduct KAP surveys in the target villages
•Train staff and community volunteers on appropriate health and hygiene promotion messages and methods of dissemination
•Liaise with the mainstreaming officer to develop appropriate training and messages on HIV/AIDS
•Conduct technical analysis, reviews and assessments to assist in the design of further programming.
•Occasionally represent Concern at inter-agency and coordination fora pertaining t environmental health and infrastructure rehabilitation programmes
•Undertake any other relevant and reasonable watsan work as required

Person specification:

Essential:
•Qualifications in a discipline related to civil engineering and/or Environmental Health
•Practical experience in construction of Watsan (hand dug wells, latrines etc) facilities.
•Experience in managing and training of staff or contractors on design, construction, technical standards, GPS, Water Quality Testing.
•Sound IT skills, including Word, Excel and AutoCAD and ability to prepare project related reports/documents.
•Ability to communicate in French.

Desirable:
•Experience of working in Africa (or elsewhere under similar conditions) would be an advantage
•Good capacity in community mobilization and a knowledge of participatory approach in project implementation (Knowledge of PHAST and other tools an advantage)
•Ability to lead and work as part of a team
•Flexible, adaptable and patient
•Ability to train local staff and to motivate and develop skills of others
•Knowledge of Arabic
