Microfinance Specialist

PRIMARY PURPOSE
World Council of Credit Unions (WOCCU) seeks an experienced and highly qualified Microfinance Specialist for an anticipated USAID-funded livelihoods program in Rwanda. The Microfinance Specialist will work with partner financial institutions to develop new products and services, expand their outreach using traditional branches and non-traditional methods, including technology-based, into rural communities, and link village savings and loan groups to the formal financial sector.

Duties include:

FORMAL FINANCIAL SECTOR

Provide partner financial institutions (i.e., banks, SACCOs and/or microfinance institutions) training and technical assistance with the development of new financial products and services targeting underserved groups, especially the poor, women and farmers

Work with partner financial institutions to develop innovative methods to expand outreach to rural communities, including the use of technology applications

Assist partner financial institutions to develop new products and services and enhance their capability to provide services to tontines and other informal savings and loan groups

Develop financial literacy strategic approaches and training activities among rural groups and clients of partner financial institutions to promote savings and more effective use of loans for productive activities

INFORMAL FINANCIAL SECTOR

Develop tools and techniques to reach out to informal savings and loan groups in rural communities and improve their ability to manage member savings and apply more effective lending techniques

Provide assistance and training to the members of savings and loan groups in the use of savings and loans for investment in agriculture, micro and small rural businesses

QUALIFICATIONS:
Bachelors degree in business, finance, economics, accounting or a related field

Fluency in both spoken and written English and French; knowledge of Kinyarwanda is a plus.

Ten years microfinance or rural finance experience, including proven success in financial product development

Experience working with the informal financial sector (tontines, village savings and loan groups, etc.) and/or SACCOs and microfinance institutions

Familiarity with the use of technology-based applications to expand financial service access, such as Point of Sale devices, Personal Data Assistants and mobile phone applications

Experience managing personnel and the implementation of donor-funded development projects

Prior work experience in Africa; experience in Rwanda will be viewed most favorably
