Project Description:
IFES has been active in Guinea since 1991. Since 2008, IFES has been implementing a project in support of the electoral process in Guinea. Throughout this period, IFES has worked with the Independent National Electoral Commission (CENI), the Ministry of Territorial Administration and Political Affairs (MATAP) and a variety of civil society organizations in support of the recently concluded 2010 presidential elections. With the project drawing to a close, IFES seeks to recruit an independent expert in monitoring and evaluation to draft a report evaluating the impact of IFES’ intervention in Guinea.

***This position is a 1-2 week assigment. Consultant will need to deploy around Mid-March***
Job Responsibilities:
Specifically, the consultant will be expected to fulfill the following responsibilities:

- Prior to deployment, review all relevant project documentation including proposals, project amendments, implementation plans, performance monitoring plans, etc;
- Meet with IFES-Guinea staff to discuss the project context and to assess IFES’ monitoring and evaluation systems;
- Meet with USAID-Guinea representatives to discuss various aspects of the project;
- Meet with project beneficiaries including the CENI, members of the CENI’s decentralized structures, the MATAP and civil society organizations to gather information on the project and its impact;
- Prepare a comprehensive report to evaluate the impact of the IFES project;
- Provide recommendations for improved management of monitoring and evaluation systems.
Qualifications:

- Fluency in French and English (the actual evaluation report will be drafted in English, but meetings with partners in Guinea will be conducted in French);
- At least five years experience in monitoring and evaluation with experience working on USAID-funded projects highly desirable;
- Experience working with electoral management bodies and/or civil society organizations;
- Experience working or living in West Africa desirable;
- Strong oral and written communication skills.
