Program Manager Save the Children

Job Purpose

The Program Manager (PM) man or woman will provide overall management of the Program Integration of Supporting the Community of Acute Malnutrition in the North Central Region. The PM will work in close collaboration with other managers and program staff to ensure the program meets its objectives in line with Save the Children national and global priorities and donor requirements. S/he will have a track record of good collaboration with partners and local government.

Key Accountabilities

• Assume overall management of program development and implementation of activities in the designated area.
• Lead, manage and motivate direct reports and, in co-ordination with senior managers, take responsibility for all people management related issues for the programme, ensuring that team members have clear objectives and receive meaningful feedback on their performance.
• Facilitate the development and implementation of a detailed workplan
• Evaluate, monitor and review program activities to ensure strict compliance with Save the Children national and global policies and procedures, and with relevant donor regulations and agreements, SPHERE guidelines and the Save the Children code of conduct.
• Ensure that the program benefits from the required technical and strategic support to enable it to attain goals and results outlined in the proposal document.
• Represent Save the Children to local authorities, donors and members of the humanitarian community in relation to the program.
• Develop and implement a clear advocacy strategy for the program, in collaboration with Save the Children advocacy staff.
• Produce high quality, analytical program reports against the monitoring indicators of the project proposal in close collaboration with the HQ-based Humanitarian and Emergency Response Unit.
• Oversee the production of regular internal situation reports, highlighting the progress of project activities
• Monitor the implementation of grant budgets, keeping the Regional Director and Finance Manager informed and ensuring any corrective actions are taken.
• In conjunction with the person in charge of financial and administrative aspects: ensure that existing finance guidelines and related administrative procedures are adhered to and that grant finances are kept in an exemplary state.
• Ensure optimal security management procedures and practices are in place and continually monitor the security situation, adapting staff safety procedures accordingly.
• Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies.


Person specification

Essential:

• At least 5 years/substantial experience working with an international non-governmental organisation within an emergency environment, preferably with some experience in nutrition and/or health programming
• Skills and experience in project/program planning, implementation and monitoring, including strong data collection and analysis skills
• Substantial people and program management experience
• Solid experience in grant management, including budget holding and donor reporting (ECHO)
• Ability to produce successful project proposals and high quality reports
• Representational and advocacy skills
• Good interpersonal skills with ability to communicate effectively at all levels
• Experience of working closely with Government, community groups, UN agencies and NGOs
• Political awareness
• Computer literacy
• Fluency in French and working English
• Commitment to child protection

Desirable:

• Experience and/or an interest in the Sahel Countries
• Experience managing ECHO grants
• Experience managing nutrition programs, and the CMAM approach in particular
• Strong English writing skills
