The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union (the Union has three functional sectors: Standardization, Radiocommunication and Development) which deals mainly with development policies, strategies, programming, as well as technical cooperation activities (expert missions, training programmes, field projects, seminars, etc.).
Organization Unit:
Within the Telecommunication Development Bureau (BDT) of the ITU and in close collaboration with the ITU Regional Offices, the Project Support and Knowledge Management Department (PKM) is responsible for assisting ITU Member States and ITU-D Sector Members strengthen the institutional and organizational capability to adapt to the rapidly changing telecommunication/ICT environment through capacity building. The Department also provides administrative and technical support in the formulation of project proposals and implementation of projects, project monitoring and evaluation; produces and disseminates timely statistical and analytical data on the Telecommunication/ICT Sector and the Information Society; and supports the work of ITU-D Study Groups. The Department is also responsible for providing concentrated assistance to least developed countries, small island developing states and landlocked developed countries. In addition, PKM implements activities and projects in the domain of emergency telecommunications, and climate change. The Department is also responsible for making contribution to and following-up the work of ITU-D Study Groups for issues related to the responsibilities of the Department.
Duties / Responsibilities
Under the supervision of the Director of the Telecommunication Development Bureau (BDT) and in coordination with the Deputy to the Director, the Chief of the Project Support and Knowledge Management Department (PKM) plans, organizes and directs the work of the Department towards the successful implementation of its various programmes and activities.
  • Develops and implements a technical cooperation strategy involving collaborative approaches and agreements with headquarters, regional and other international partners as well as a variety of projects, proposals, and funding arrangements to enhance technical cooperation among developing countries at both global and regional levels.
  • Directs the development of the supporting administrative and project management framework including specific guidelines and tools, policies and best practices, and relevant training.
  • Provides technical guidance and expertise to ITU Member States and ITU-D Sector Members to assist them in maximizing utilization of new technologies in the development and expansion of their information and communication infrastructure, such as transition from traditional circuit-switching to the Next Generation Network as well as transition from Analogue to the Digital Broadcasting.
  • Provides technical assistance to Least Developed Countries (LDCs), Small Islands Developing States (SIDS) and Land- locked Developing Countries (LLDCs) to assist them in developing their telecommunication infrastructure and deployment of new technologies as well as other countries affected by disasters, war and civil strife to assist them in the restoration/reconstruction of their telecommunication infrastructure.
  • Plans and directs the development of project proposals and related plans and initiatives that are consistent with the BDT's activities in emergency telecommunications to include disaster risk reduction, disaster preparedness, designing and implementing early warning systems, designing national emergency plans, disaster response and relief, as well as climate change mitigation and adaptation.
  • Develops and implements an effective performance monitoring framework including standardized quality and productivity indicators to assess project activities/ outcomes and provides timely information for the development of proposals to address significant development problems.
  • Directs the development and maintenance of a global ICT information and statistical data service to provide accurate, timely and up-to-date information and statistics on Telecommunications and ICT sectors.
  • Plans, develops, manages and delivers a highly specialized advisory service to build increased institutional and organizational capacity in developing countries relating to the development of their telecommunications/ICT sectors.
  • Provides content and administrative support to the work of ITU-D Study Group 2.
  • Represents BDT and ITU in international forum, conferences and meetings.
  • Performs other duties such as provides content support to BDT major conferences and meetings, collaborates with the other ITU sectors and advisory groups as well as prepares a variety of reports and other documents.
  • Qualifications required
    Education:
    Advanced university degree in telecommunication engineering, information technology, international relations, public or business administration, economics or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
    For internal candidates, a first university degree in one of the fields above in combination with twenty years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
    Experience:
    At least fifteen years of progressively responsible experience demonstrating a thorough working knowledge and hands on experiences on project implementation at international and regional levels, on telecommunication policy, legislative and regulatory related issues including extensive experience in planning and development of telecommunication infrastructure at management level. At least seven years should be at international level.
    A Doctorate in a related field can be considered as a substitute for three years of working experience.
    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
    Competencies:
  • Proven ability to supervise and motivate a large number of staff and to plan and manage projects with timely achievement of results. Sense of leadership and responsibility are essential.
  • Ability to initiate and maintain working relations with officials at the highest level.
  • Knowledge of the problems and aspirations of developing countries. Additional qualifications for appreciation of the socio-economic aspects of development would be an advantage.
