consultants: Background Study on People’s Anti-Corruption Charter

1. Background

Transparency International (TI) has recently developed a new 5-year Strategy (TI Strategy 2015) which builds on past work, but also sets out some ambitious new directions for the TI Movement. In particular, a central element of the new strategy is an emphasis on engaging much larger numbers of people in the fight against corruption. As part of this work, TI is exploring the possibility of developing a People’s Anti-corruption Charter. The vision is that this charter will be a succinct, clear and accessible statement of people-centred principles outlining what we, as TI, stand for and which can be used as a basis for engaging with and bringing the transparency, accountability and integrity agenda to large new audiences.

The process for drafting a People’s Charter will be inclusive and participatory, and will need to include further work to define more clearly the purpose of such a charter might be, its relevance, how to use it most effectively, etc. However, prior to embarking on this drafting process, TI wants to commission a study to learn from other similar Charters which might exist (in fields other than corruption). We are seeking to identify a consultant who can undertake this work.

2. Undertaking a Study

The consultant will undertake a review of existing People’s Charters (or similar/ relevant initiatives) which will provide background information for TI to undertake its work in this area. The study should be practical and succinct and a useful basis for action by the TI movement. The study will:

  • Provide three possible succinct working definitions of what a “People’s Charter” might be
  • Identify different approaches to People’s Charters or similar types of initiatives (e.g. rights based, legal based, principle-based, international, national, local levels) and their pros and cons
  • Good practice examples of People’s Charters and their use (attaching them as an Appendix to the Study)
  • Key success factors of People’s Charters and their use, using evidence and case studies where possible
  • Key risks and problems associated with People’s Charters and their use, using evidence and case studies where possible
  • Three different options and processes for a TI People’s Charter, outlining the pros and cons of each
  • A set of key recommendations to TI to consider when developing a People’s Charter

3. Timeline, tasks and levels of effort

The consultancy should preferably be completed by 7th October 2011. It is estimated that the total level of effort is approximately 7 working days, although it is for the consultant to propose the actual amount of time that they will spend on this task. The tasks and illustrative levels of effort envisaged (estimated number of days) are as follows:

4. Selection Criteria

The primary selection criteria for the successful consultant will be:

  • Relevant experience and skills
  • Price
  • Preference will be given to applicants who can complete the study by October 7th

  1. 5. Submission of Applications

Applications should be submitted by email to belers@transparency.org by September 5th 2011 with “People’s Charter Study” in the subject line. Applications should contain:

  • Details of relevant experience/ evidence that the consultant is qualified to undertake this study
  • An example of a previous study or piece of research in a similar or relevant area (i.e. citizen engagement and empowerment) that has been undertaken by the candidate
  • Any comments or suggestions on the Terms of Reference for the study (e.g. alternative approaches, suggested modifications)
  • Three references

The contract will be awarded on a lump sum/ fixed cost basis. The application should state the bid amount (in Euros) for undertaking the study, with an estimation as to the number of days that will be spent on the work.

The full application should be in one document and in English.

TI retains the right to reject any or all of the applications and/ or to enter into additional negotiations with one or more of the tendering parties.
