Manager: Black Economic Empowerment Operations
Total salary package: R685 200 per annum (Level 13). Tthis includes a basic salary (60% of total package), State’s contribution to the Government Employee Pension Fund (13% of basic salary) and a flexible portion. Tthe flexible portion of the package can be structured according to the individual’s personal needs (Ref. F01/2011 (BEE))

Requirements:
• Appropriate recognised Bachelor’s degree in Development Studies/Accounting/Economics and/or Business Management • 5-7 years’ experience in driving BEE programmes or economic development initiative of which at least 3 years must have been at management level.

Competencies required: • Knowledge and understanding of the PFMA • Knowledge of the Constitution, Public Service Regulations and the Public Service Code of Conduct and Public Service Act • Knowledge of Service Delivery (Batho Pele), BBBEE Act and Regulations, PPPFA, Code of Practice and other BEE Regulatory Legislation • Knowledge of economics
• Knowledge of empowerment, eg Small, Medium, Macro Enterprise (SMMEs) • Research skills • Analytical thinking
• Interpersonal relations • IsiZulu and English language proficiency • Conflict management skills • Presentation skills
• Co-ordination skills • Project management • Driver’s licence • Ability to interact with people at all levels • Ability to interpret and apply policies • Computer skills • People and team management skills.

Key responsibilities: • Develop policies related to Black Economic Empowerment operations based on baseline research results • Manage BEE compliance in the Province • Facilitate the implementation of Provincial Strategy on BEE operations
• Facilitate BEE deals with established corporate businesses • Manage human and financial resources of the Directorate
• Develop and oversee the implementation of projects that facilitate the achievement of departmental targets of black ownership and management of large-scale industrial investment and development projects • Develop the Provincial framework for BEE • Leverage funding • Prepare business plans for projects that are identified • Procure the services of various service providers.
