Background
Institutions of Higher Education (HE) in Africa are increasingly aware that their communities are especially vulnerable to the human immune-deficiency virus (HIV).
Recognizing not only their vulnerability, but also the potential of African higher education institutions as a unique social resource for the development and application of country and community-specific knowledge and solutions to the HIV/AIDS pandemic, the Association of African Universities (AAU) is collaborating with several of its partners to document the role and contribution of its members in the fight against the pandemic.
A major gap revealed by a set of nine case studies of HIV/AIDS and African Universities commissioned by the Working Group on Higher Education (WGHE) of the Association for the Development of Education in Africa (ADEA) is the virtual absence of institution-specific targeting and action.
In a follow up through an online discussion conducted by the AAU with the support of the African America Institute (AAI) in March 2003, participants highlighted the lack of trained person power as a key factor hindering the ability of universities to respond adequately to the threat of the pandemic in their institutions.
These issues led to the development of the HIV/Toolkit in 2003, whose objectives were:
  • To support the efforts of African Universities to initiate or improve their institution specific HIV/AIDS prevention programmes.
  • To fill the gap in the availability of trained personnel by giving training to academic staff, students and support staff of the institutions to work with their peers to reduce personal risk and to engage with families and communities.
The Toolkit, which comprises ten modules, provides practical guide on how to initiate an HIV and AIDS mainstreaming program and establish helpful processes.
Consultancy Services
With changing epidemiological data and research output of the disease globally and particularly in Africa, the AAU, with funding from the Swedish International Development Agency (Sida) through the Regional HIV & AIDS Team at theEmbassy of Sweden, Lusaka, Zambia, is calling for proposals for the review of the Toolkit to reflect its current relevance to the higher education setting.
The Consultant shall provide the following Services:
  • Review all the ten HIV and AIDS modules of the Toolkit and update them accordingly;
  • Provide technical advice for the Toolkit to be developed as an online course;
  • Perform any other duty assigned by the Client in relation to the revision of the Toolkit.
The Consultant will make no representations in respect of and will not consider any other aspects of the Client’s operations.
Deliverables
The deliverables the Consultant is to provide to AAU as part of the Services will comprise:
  • A revised draft Toolkit highlighting the changes effected by Friday 28th October, 2011
  • A finalized version incorporating comments from the AAU from the revised draft submitted in both hard and soft copies by Wednesday, 30th November, 2011.
The Consultant’s charges
The Consultant’s charges, to be agreed upon, would be paid upon the completion and submission of the final report and within the given timeframes.
Project duration
The duration of the Agreement shall be from 12th September 2011 to 30th November, 2011.
Deadline for submission of interest
Applicants should submit their CV and a detailed budget within the given time-frame to the underlisted not later than Friday 19th August, 2011.
