African Universities Responding to HIV and AIDS
Introduction
The Association of African Universities (AAU) runsan HIV/AIDS Core Programme aimed at ensuring that the African higher education community uses all available means within the institutions and through partnerships with the international community to prevent the spread, mitigate the impact and manage the epidemic through proactive sustainable programs of action. The Programme, currently in Phase II (2009 – 2011), is funded by the Swedish International Development Agency (Sida) through the Regional HIV & AIDS Team at the Embassy of Sweden, Lusaka.
The strategic objectives of Phase II of the programme are to:
  • Strengthen top leadership of AAU member institutions through advocacy and capacity building to ensure their greater commitment to develop and enforce policies that ensures that students undertake HIV and AIDS education.
  • Strengthen leadership and coordination of AAU Sub-Regional Networks (AAU-SRNs) to deliver to their constituencies in terms of extending information, particularly on best practices, in the management of the disease to all types of higher education institutions.
  • Strengthen and improve university training and research on HIV and AIDS as a means of contributing to the advancement of knowledge and scholarship, particularly in providing students with important knowledge and skills as well as experience in putting these to practical use in the “real-world.”
  • Strengthen HIV and AIDS Prevention, Treatment and Care among AAU members to guide, monitor and ensure a supportive environment, and to provide visibility and importance to the HIV pandemic.
  • Strengthen AAU Secretariat for improved coordination to ensure effective monitoring of the implementation of the Strategic Framework.
Having successfully undergone two years of implementation, the AAU HIV/AIDS Programme is advertising for a Consultant to undertake a mid-term review of the project as a basis for further request for funding.
Scope of Work and Guidelines
1. Project scope and objectives
The objectives of the Project are to assist the AAU by reviewing the implementation of Phase II of the AAU HIV/AIDS Project funded by the Swedish International Development Agency (Sida) through the Regional HIV & AIDS Team at the Embassy of Sweden, Lusaka and assess the achievement of expected results as laid out in the project’s logical framework making recommendations based on findings to improve the project.
2. The Consultant’s services, responsibilities and deliverables
(a) Services
The Consultant shall provide the following Services:
  • Review the two annual reports (2009/2010 and 2010/2011) together with their annexes/attachments, as well as the workplans for the respective years, submitted by the Client to the Sida Regional HIV and AIDS Team, Lusaka, on the implementation of the AAU HIV/AIDS Project;
  • Review the propriety of the the project expenditures to ensure they fall in line with budgets;
  • Undertake four site visits to selected institutions – one each in West, Central, East and Southern Africa that has been beneficiary of funding from the AAU’s HIV/AIDS project – to validate reports submitted by the Client to the Regional HIV & AIDS Team, Embassy of Sweden, Lusaka, as well as to assess service delivery by the client, levels of implementation as specified in the logical framework and annual workplans. Furthermore to assess beneficiary satisfaction at the selected institutions
  • Contact at least three members of each of the four sub-regional networks and assess the networks’ functionality in coordination and provision of support to their respective sub-regions
  • Assess the implementation and quality of the advocacy and communication activities of the client for the project as specified in the logical framework
  • Provide technical advise to the Client and to the Regional HIV & AIDS Team, Embassy of Sweden, Lusaka in the form of an interim report on the review findings for comments;
  • Produce a final comprehensive report to the Client and to the Regional HIV & AIDS Team, Embassy of Sweden, Lusaka pointing out achiements, challnges and make recommendations for further action;
  • Perform any other duty assigned by the Client within the spirit of this Agreement.
The Consultant will make no representations in respect of and will not consider any other aspects of the Client’s operations.
(b) Responsibilities
In performing the services, the Consultant shall be responsible for:
  • Identifying the choice of institutions to visit from a list of beneficiaries of the AAU HIV/AIDS Project to be provided by the AAU Secretariat.
  • Ensuring the provision of information relevant to the activites of the AAU HIV/AIDS Project to assist in management decision making and meeting the commitments to the Regional HIV & AIDS Team, Embassy of Sweden, Lusaka.
  • Preparing a report on findings and recommendations.
  • (c) Deliverables
    Upon the satisfactory completion of the Consultant’s work, the deliverables the Consultant is to provide to AAU as part of the Services will comprise:
    • A draft report on the AAU HIV/AIDS Project, funded by the Regional HIV & AIDS Team, Embassy of Sweden, Lusaka for the two-year period ending 31st March, 2011 by Friday 14th October, 2011
    • A final report on the Project submitted in both hard and soft copies for distribution to the Client and the Regional HIV and AIDS Team, Embassy of Sweden, Lusaka, by Friday 4th November, 2011.
    3. TheConsultant’s charges
    It is mutually agreed that the Consultant shall provide professional services during the period of this Agreement at fees mutually agreed upon by the Consultant and the AAU.
    4. Project duration and timeline of activities
    The duration of the Agreement shall be from 2nd September 2011 to 4th November, 2011. The timeline of activities are as follows.
    2nd September 2011 - Signing of Agreement in Ghana
    12th – 30th September, 2011 - Field trips
    14th October, 2011 - Submission of draft report
    28th October, 2011 - Submission of final report
    4th November, 2011 - Debriefing meeting in Accra, Ghana
    Deadline for submission of interest
