Terms of Reference (ToR) for reviewing indicators of UN WOMEN’s Strategic Note and Annual Work Plan (AWP) for 2011-13 in East and South East Asia region
Background
The United Nations Entity for Gender Equality and the Empowerment for Women (UN WOMEN) was established by General Assembly resolution 64/289 of 2 July 2010 on system-wide coherence with the mandate to assist Member States and the United Nations system to progress more effectively and efficiently toward the goal of achieving gender equality and the empowerment of women.
The first Strategic Plan (SP) for 2011-2013 sets out the organization’s vision, mission and priorities in supporting Member States and the United Nations system. The plan is driven by a longer-term vision, goals and results to 2017, and it will be reviewed in 2013. In line with the results frameworks of other United Nations organizations, the UN WOMEN unified results framework contains three inter-related components: (1) a development results framework (DRF), (2) a management results framework (MRF), and (3) an integrated resources framework (IRF).
Following the approval of UN WOMEN’s SP, Sub-Regional Office (SRO) for East and South East Asia has been developing a sub-regional level Strategic Note and Annual Work Plans (AWPs) for 2012-13, while 8 Programme Countries (China, Cambodia, Indonesia, Laos, Thailand, the Philippines, Timor-Leste and Viet Nam) have been developing country level Strategic Note and AWPs for 2012-13. In order to monitor and measure the progress of our work, UN WOMEN needs to select appropriate indicators and collect baseline data by 15th October.
After developing the above mentioned planning documents, UN WOMEN is planning to develop a regional Strategic Note by combining three sub-regions (East, South East Asia, South Asia and the Pacific). The whole process needs to be done by 30th October.
The purpose of the consultancy
The purpose of the consultancy is to assist the SRO and Country Offices (COs) of UN WOMEN in reviewing and selecting appropriate indicators of Strategic Notes and of AWPs to measure the progress and the results of the Plans. This should contribute to the development of a regional Strategic Note.
Approach and methodology
The methodology to be applied is a desk review of the Strategic Notes and AWPs both at sub-regional and country level, examining alignment with the global Plans, quality of outputs, quality and SMARTness and gender sensitivity of the indicators etc. The consultant should develop a quality checklist for the Plans. Based on the desk review, the consultant should advice the Offices to enhance the quality of the indicators. Baseline data of the indicators will be collected by the 8 COs respectively. The consultant will provide technical assistant to the COs in data collection methodology and in developing a simple country database (such as Excel) for monitoring, at the same time, the consultant herself/himself will develop a regional database. The consultant is expected to review the alignment and the indicators of a sub-regional strategy and the country strategy notes. Furthermore, the consultant is expected to assist in developing a regional strategy note (East, South East Asia, South Asia and the Pacific) based on the inputs in a regional meeting.
Expected deliverables
The consultant will deliver the following:
Quality checklist for the Plans – to standardize the quality, the consultant should develop a quality checklist for the Plans. This should be one page checklist and user-friendly.
A report of draft country-level Strategic Notes and AWPs review – should be 1-2 pages for each country using the developed checklist. The report should contain analysis and recommendations for the plans and will be used to advice the COs in improving the quality of the indicators.
A report of a draft sub-regional level Strategic Notes and AWP review - should be 1-2 pages using the developed checklist. The report should contain analysis and recommendations for the plan and will be used to advise the SRO in improving the quality of the indicators.
Regional database – the consultant is expected to develop a simple regional database of indicators of sub-regional level AWP. Country database should be developed by the COs being supported by the consultant. Information collected at the COs should be shared with the SRO as well. Therefore, the consultant is expected to receive country level data in the database from the CO and establish it in the SRO.
Presentation of indicators, baseline data and database – the consultant should prepare a PowerPoint presentation on indicators, collected data and brief how to use the database for monitoring.
Technical support – reviewing all planning documents (country strategic note, regional strategic notes and AWP), particularly paying an attention to the alignment of the different levels of the plans, and assist in developing a regional strategic note by combining all sub-regions] plans including east, South East Asia, South Asia and the Pacific.
Skills and competencies
Preference will be given to individuals or organizations with proven relevant experience in undertaking a similar task. The consultant should have the following qualifications and experience:
- Good understanding of planning, including logical framework and indicators, particularly gender sensitive indicators. Extensive document review will be required.
- Good analytical skills and experience of both quantitative and qualitative data collection methodologies.
- Good computer skills, particularly database.
- Good analytical skills, explaining technical terms in a non-technical form.
- Good communication skills both writing and oral.
- Master degree in social sciences and other relevant subjects.
- At least 10 years of professional working experience in international development with specialization in planning and monitoring.
- Good knowledge and experience of the planning process in the UN.
- Fluency in English (both writing and oral).
- Proven track record to work in a multi-cultural and multi-disciplinary environment is necessary.
