CHIEF OF PARTY, WATER AND AGRICULTURE PROJECT, AFGHANISTAN
Tetra Tech ARD (http://www.ardinc.com), a leading international development consulting firm based in Burlington, Vermont and Washington, D.C., is currently accepting expressions of interest from qualified senior level candidates for Chief of Party on a multi-year year USAID-funded water management and agriculture project in Afghanistan. The project will focus on upper watershed rehabilitation and soil conservation, irrigation and water storage, infrastructure rehabilitation and renovation, agriculture production and agribusiness development, and governance, capacity development, and responsibility transfer back to the government of Afghanistan.
Responsibilities:
The COP will be responsible for leading all technical, financial and administrative aspects of the program and will coordinate closely with USAID/Afghanistan in developing, implementing, and revising the project’s overall field strategy. The COP will be the principal link between USAID, Tetra Tech ARD, and other partners and will provide overall strategic and technical guidance to subcontractors. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the program, including monitoring and evaluation, and reporting to USAID. The COP will ensure coherence and consistency under tight deadlines, including quality control and timeliness of all deliverables. The Chief of Party will be based in a project office in Kabul with travel in Afghanistan.
Qualifications
--Minimum Masters degree in a field directly related to water management, agricultural production or other topic directly relevant to the Project objectives:
--Prior COP experience on projects of similar complexity, with an excellent understanding and knowledge of USAID and USG regulations, administration, management, reporting procedures and systems.
--Minimum 10 years experience implementing complex agricultural water management, or agricultural development programs, including previous experience in conflict areas.

--Demonstrated ability to lead and manage multi-disciplinary teams in a rural development context with a focus on modernization of water management and agricultural systems.
--Ability to work under pressure and meet deadlines.
--Strong interpersonal, analytical, writing and computer skills required.
--Fluent in English, and some knowledge of Dari or Pashto desired.
