The Development Impact Department, CDI, unites DC-based staff working centrally on results measurement, both from Advisory Services and from Investment Services. The Department also coordinates the network of results management staff across IFC in all geographic locations. The Department has two primary units: CDIIS focused on Investment Services results measurement; and CDIAS focused on Advisory Services results measurement. This position is in CDIAS. | Duties and Accountabilities: | The Results Measurement Officer will work in the CDIAS team under the supervision of its Head, Claudio Volonte, and will assist in planning and implementing policies and activities in the following seven areas, with specific tasks to be allocated within the team: 1. Ensure standard approaches on results frameworks (development and implementation), ensuring consistency across Business Lines, in particular regarding its indicators; Act as central clearinghouse on standard AS indicators Lead process of indicator revision on a rolling basis Optimize AS/IS indicator consistency Oversee results measurement tracking systems, guidelines Coordinate work on IDGs (sign-off) and lead aggregate monitoring & reporting. Conduct analysis, in particular data aggregation at the business lines levels. 2. Ensure quality of results reporting: approval review, PSR review, PCR analysis and DE ratings, negative ratings review, bi-annual portfolio / product reviews. 3. Oversee quality assurance of IFC corporate results reporting; liaise with assurance provider on external reporting. 4. Promote evaluation of programs to increase understanding of IFC s contribution to achieving development results. 5. Provide results measurement related training for IFC staff, develop standard training modules and conduct periodic training needs assessments 6. Communicate development results with relevant stakeholders in a consistent approach 7. Promote learning from development results and evaluations and ensure those lessons feed back into strategy & project design across Business Lines & across AS-IS. | Selection Criteria: | 1. Technical training: Masters degree or higher qualification in the social, natural or applied sciences; excellent knowledge of statistical software (e.g. STATA, SPSS). 2. Technical experience: At least 8 years of world class experience with M&E and with the design and implementation of operational activity in multilateral institutions. 3. Leadership experience: Evidence of inspiring others to proactively meet development objectives; evidence of using influence to achieve impact; ability to take initiative and manage a variety of activities concurrently. 4. Communication skills: Ability to communicate technical issues effectively and persuasively; demonstrated ability to build and maintain effective relationship with colleagues and a wide range of external parties; 5. Building and sharing expertise: Evidence of applying expertise and experience to innovate, challenge the status quo & ensure good outcomes; evidence of contributing substantially to training, knowledge sharing and results measurement infrastructure (e.g. tools, lessons learned, benchmarks).
