Vacancy Notice No.Zim/2011:39 – Evaluation Specialist (Capacity Building) - NOC Level (Fixed Term Post)
A challenging opportunity has arisen within the Research & Evaluation Unit for an individual who is expected to provide technical leadership and strategic direction of the capacity development aspects related to institutional strengthening and technical capacity building. This includes providing technical leadership in support of Research & Evaluation (R&E) partners in undertaking a situational analysis to establish baseline capacity for research and evaluations in various sectors. The role also involves conducting analysis to identify roles and responsibilities of stakeholders in research and evaluation, assess capacity building needs for each stakeholder and partner at individual, institutional and systematic level.
Key result areas for this post include:
- Building research and evaluation capacities of all the development partners’ staff and ensuring that national partners meet the expectations and requirements of their positions and responsibilities.
- Support capacity assessments and preparation of capacity development plans, taking into consideration the need of the development partners.
- Ensure evaluations attain established international quality standards and results are disseminated in a timely fashion to stakeholders for improving programme performance and contributing to national learning.
- Develop system-wide network for sharing of lessons and practices on capacity development with the other organisations.
- Ensure that national evaluations are designed and implemented according to established sectoral quality standards.
- Represent R&E team on working groups and stakeholders’ forums that work on institutional and capacity building, expanding outreach of the R&E to national government, non-government and development organisations.
- Provide technical expertise in the development of surveys and operational research and in the development and management of information including data management, cleaning and information generation.
Qualifications and Competencies
• Advanced University degree in Social Sciences, statistics, planning development or related field. • Background in teaching, curriculum design and research and project evaluation is required. • Professional technical expertise in demography, statistics and data management is essential. • At least five years of relevant professional work experience in data management. • Experience in methodology of R&E, including theories, standards and models and statistical inference methods critical. • Ability to work in a multicultural environment.
