Haiti HR Advisor

GOAL JOB DESCRIPTION Job Title: HR Advisor Job Location: Port au Prince based but some travel to Gressier, Reporting To: The Country Director, Contract Length: 6-8 weeks , Start Date: ASAP (No later than October 14th)

GOAL HAITI GOAL became operational in Haiti in response to the earthquake of 12th January. GOAL Haiti works in shelter and wash including an integrated cholera response. As the programme continues to continue through the recovery phase and into development the HR function will continue to be criticial to the success of the country programme. The 2012 budget is $12m and has a staff of 250 with between 1,000 and 2000 on the cash for work programme.

OBJECTIVE OF THE POSITION The HR consultant will provide key support to the development of the HR function and assist the country director with a change management programme required to refocus the programme into 2012. Ensuring adequate support to the new National HR manager and creating and delivering key training are important objectives for the role

DESCRIPTION OF THE RESPONSIBILITIES/ACTIVITIES

• To provide mentoring and direction to the new HR Manager ensuring that she/he is an effective HR leader in the SMT • Complete a HR strategy for 2012 (including a learning and development plan for staff) • Assess the level of teamwork and leadership skills in key roles across the organisation to identify skills gaps. • Develop short training courses to cover topic such as effective leadership, team lifecycles and working effectively within a team and communication skills. • Coach key managers to build on leadership skills such as goal setting and monitoring, performance management, negotiation, delegation and implementing change.
• To roll out the following policies (most of which have been developed) • HR Policy • Fraud and whistleblowing • Bullying and Anti Harassment • Conflict resolution • Training and development policy • Complete a salary review for 2012 • Roll out induction process for new staff • Asess the need and provide support for international staff work permits • Provide recruitment support and ensure that recruitment processes are robust • Complete a review and implement a revised RnR policy • Complete investigation into staff complaints and allegations where necessary

REQUIREMENTS • 5-10 years experience in a senior HR role • Previous experience working in a humanitarian setting • Understanding of HR systems-in particular conflict management systems • Degree or other qualification in human resources or related discipline • French speaking (not mandatory but preferred) • Strong IT skills, particularly Microsoft Excel.
