Job Title: Logistics Coordinator, Job Location: Zinder, Reporting To: CD GOAL Niger, Contract Length: 12 months, Start Date: ASAP
General Description of the Program: Background to GOAL Niger GOAL has been operational in the Zinder region of southern Niger since 2005 when it established operations in response to widespread famine in the region. GOAL responded to the 2005 food crisis by distributing emergency food supplies to the most vulnerable, where, as a result of drought and locust infestation, over 3.6 million of the 11.5 million population faced critical food shortages
While GOAL’s initial mission in Niger was to address the emergency food crisis, GOAL also recognised that many of the problems underlying the acute malnutrition were due to abject poverty. As a result GOAL incorporated its emergency response with recovery and relief interventions.
GOAL Niger focuses on the most vulnerable people within vulnerable communities, addressing both the causes and effects of poverty by seeking to increase the access of women and marginalised children to a secure future. This includes food security, access to water, and sustainable livelihoods.
During the first quarter of 2009 GOAL scaled back its presence in-country, and currently has in place a relatively small-scale development program in the Zinder region that includes community based water / sanitation and livelihood support activities. This programme will expand and it is due to this expansion that a logistic coordinator has been identified.
Due to the poor harvest of 2009 GOAL the food situation in 2010 is alarming. There is widespread famine in the country with a global acute malnutrition of 16.7% among children between 6 and 59 months in June 2010. The nutritional emergency in Niger is the worst in the regions Diffa, Maradi, Zinder and Tahoua. The global acute malnutrition in these regions is respectively 22.1%, 19.7%, 17.8% and 15.8%.
GOAL is responding to the food and nutritional crisis by supporting the NGO’s Alima and BEFEN with their nutritional programme in Zinder region and by implementing cash transfer programmes. GOAL is also looking into other alternatives to make a quick impact to respond to this crisis like food distribution and cash for work initiatives.
OVERALL DESCRIPTION: Manage Logistics for GOAL’s emergency & development operations in Niger.
RESPONSIBILITIES:
The Primary Responsibility for the Logistics Coordinator is to implement standard GOAL Logistics Policy across all GOAL’s operations in Niger in support of programme objectives. This involves overseeing all daily logistics operations in the following areas: o Procurement and Donor Accountability o Warehousing and Stock Management including Donations-in-Kind o Transporting Supplies including Customs Clearance o Asset Management o Insurance Requirements o Fleet Management o Communications and IT systems o Compound Management o Personnel Management o Input into Budget/Proposal Planning o Liaison with in-country authorities o Reporting in-country and to Dublin as per standard reporting requirements
It also includes - Visits to all GOAL’s operational sites - Recruitment and training of staff - Gather, analyse and disseminate relevant logistics information from external sources, e.g. UN, coordination meetings, other NGOs etc. - Participate and input into country and programme level budget planning.
REQUIREMENTS:
• 2 years or more experience as Logistics Coordinator with an international NGO in a field environment, at least 6 months of which should be in an emergency response situation. • Proven management ability to lead, motivate and develop staff. • Skills in training and capacity building of national staff and partners. • Experience of managing security an advantage. • Flexibility to adapt to changing requirements. • A willingness to accept basic living conditions. • Fluent French and English is an advantage. • Strong problem solving and decision-making skills. • Ability to work under pressure, managing a varied workload. • Strong IT skills, particularly Microsoft Excel. • Strong attention to detail and report writing skills. • Financial Management skills and the ability to contribute to the budgeting and budget monitoring process.
