REQUIRED COMPETENCES University degree or or equivalent in management, international development or other relevant field experience Excellent project management skills, including experience in budget monitoring and financial management procedures Demonstrated experience in management in a transitional context from post emergency to development Demonstrated ability to build local partners and staff capacity in cross-cultural settings as well as excellent team-building and interpersonal skills. Knowledge in concept note preparation, proposal writing, budgeting and reporting, and an understanding of institutional donor requirements Demonstrated experience of UNHCR procedure and programmes History of working effectively and respectfully with host country governments, INGO and NGO partners.
DESIDERABLE COMPETENCES Previous experience in Arab countries
Fluent English. Working knowledge of Italian, knowlegde of French and Arabic are an asset.
WORK CONTENXT Cesvi opened a mission in Libya at the beginning of March 2011, in joint operation with Alliance 2015 partner. Since 1st of March Cesvi, in cooperation with the French NGO ACTED, has launched a joint humanitarian response in Eastern Libya. Both organizations have established an operational presence in the field, deployed a team of international and national staff, opened a joint office in Benghazi, and consolidated their operational set-up. After this initial relief operations, the focus of the programme has gradually expanded to other locations of Eastern Libya and to Misrata, while a new office will be opened soon in Tripoli. To date, Cesvi has been of few international NGOs working in Misrata, providing relief assistance to displaced people, conflict affected and vulnerable households. In the framework of a UNHCR funded project and in partnerhisp with the French NGO ACTED, the selcted candidate will be in charge of the management of the shelter assessment, which aims to: -support the Libya shelter cluster in information gathering and management; -carry out detailed assessments of damaged shelter in accessible areas of return, with an initial focus in Misrata and Ajdabiya and to other areas as and if they become accessible; -consolidate the information into a database to facilitate the centralization and diffusion of information; -produce regularly updated maps on IDP movements; -through use of satellite imagery analysis, draw preliminary findings on level of destruction in key non-accessible areas.
JOB DESCRIPTION The collaboration will start ASAP. The duty station will be Benghazi with regular travels to Ajdabiya; further movements to other areas of Libya accoriding to the evolution of the crisis. The person will work under the supervision of the Country Representative and in collaboration with the expatriate and the local staff of Cesvi. Main tasks and responsabilities: -Overall coordination, planning, development, management and implementation of the shelter assessment project; -Provide strategic and technical direction to the assessment; -Ensure timely progress of assessment; -Identifying and developing new prospects and project; -Contributing to team and organizational work; -Coordinator as the focal point person for the project.
