Over the last ten years SOS Children’s Villages has become more active in the area of community development programmes. The organisational aim is now to develop a clear frame and guidance for a global monitoring and evaluation system, based on tools and procedures already in place.
One of the tools which are currently implemented to support monitoring, evaluation & quality management is a web-based database for case management on programme level (with different access roles for aggregated reporting on all levels). So far, the software and the related M&E framework are available in 13 languages and the further roll-out is planned for the coming two years. To support this project, our organisation is seeking for support.
Tasks and Responsibilities:
• Provide guidelines for designing, implementing and capacity-building for monitoring and evaluation (M&E), strengthening existing M&E system on all organizational levels
• Project management for the implementation of software system and related procedures
• Liaise with IT and coordinate requirement definition for software system
• Prepare reports, presentations summarizing project results based on global programme database
• Support development of tools for data collection and TORs for external evaluation
• Coordinate the implementation of a framework for planning, monitoring and evaluation of programmes in line with the new programme policy
• Assist in streamlining and standardising M&E tools across the organization
• Develop training curricula to strengthen the capacity of M&E staff in programme units and national offices
• Design and coordinate staff training on a range of program M&E issues, methods and tools
• Cultivate a culture of learning and orientation towards assessing programme outcomes across the organization
Requirements:
• Master’s degree in the fields of Monitoring & Evaluation, social sciences or related field
• 5 years relevant experience in design, monitoring & evaluation in development programmes
• Demonstrated experience in developing and managing data collection systems
• A combination of technical, analytical and managerial capabilities and a proven record of project management
• Significant experience in the design and implementation of M&E systems
• Strong facilitation skills, including the design and management of effective trainings.Demonstrated experience in statistical analysis and reporting, including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.)
• Writing and oral presentation skills in English
• Ability to work independently with initiative to manage high volume of work flow
• Ability and willingness to travel
• Labour permit for Austria necessary
