Chief of Party, Security and Justice Sector Reform, Guatemala
Project/Proposal Summary:
The purpose of this project (SJSRP) is to assist in implementing the Government of Guatemala’s efforts at reform of the police, justice system institutions and civil society organizations concerned with security and justice. The project will establish conditions for greater state capacity to manage security and justice administration and greater levels, greater technical capacity to support enhanced security and justice and greater civil society oversight of public and private security services.
Position Summary: The Chief of Party (COP) will provide overall technical and managerial leadership for the project. He/she will provide technical advice in areas of he/she’s technical competence. The COP will also serve as the principal liaison with USAID and other entities including national and local governments.
Responsibilities: The COP is responsible for: • Oversight of the design and implementation of all project activities. • Supervision of all component leaders to ensure fulfillment of work plan objectives; • Providing oversight and control of administrative and financial management. • Maintaining the required reporting to USAID • Overseeing provision of all required contract deliverables • Coordinating with USAID and other donors
• Monitoring program performance and budget.
Qualifications: The COP should have: • 15 to 20 years of senior management experience with progressively increasing responsibilities managing large democracy and governance, security sector reform, rule of law or other politically sensitive and complex projects. • Experience working with senior government officials and building consensus among diverse actors. • Experience managing donor complex contracts and agreements is preferred. • Experience in Latin America preferred. • Recognized commitment to respect for human rights and gender-sensitivity • Proficiency in Spanish required and in English preferred
