Education Budget Adviser – Port Moresby, Papua New Guinea – AusAID

In 2011, AusAID commenced a new program to support the PNG education sector. This support includes direct financing, procurement, scholarships and technical assistance. A major focus of technical assistance is the provision of high quality capacity development to the Department of Education to help sustain the gains the Department has recently made towards achieving Universal Basic Education.
The Budget Adviser will provide advice and support to the Government of Papua New Guinea at national and sub-national levels on budgeting and financial management systems. The Budget Adviser will supplement and facilitate the capacity of the Department of Education (DoE) in these areas, through providing direct support and capacity building to the DoE Budget section.

To succeed in this role, you will have: • At least 5 years experience working in financial planning and budgeting with a large government department or similarly complex organization in developing countries. • Demonstrated understanding of government financial planning models and systems, including medium-term expenditure frameworks. • Demonstrated understanding of financial management systems and budgeting processes in a decentralized context. • Demonstrated understanding of and experience in capacity development approaches including professional development, mentoring, participatory training, and facilitation.
