Senior Operations Officer - Partnership and Donor Relations, Johannesburg

IFC Private Enterprise Partnership for Africa is the primary vehicle for delivering IFC advisory services in Sub-Saharan Africa. IFC PEP Africa works in partnership with donors, governments, and the private sector to design and implement programs and advisory services that improve the investment climate, mobilize private sector investment and enhance the competitiveness of private enterprises in Africa. By FY15, IFC PEP Africa expects to have more than 100 multiyear programs under management, be active in 44 countries, and have raised at least $180 million in donor funding for its second five-year cycle. IFC PEP Africa is seeking to recruit a Senior Partnership and Donor Relations Officer. The successful candidate will report to the Head, Partnerships and Donor Relations / Africa Department.

Duties and Accountabilities:
The Senior Partnerships and Donor Relations Officer will deal with the following areas:

* Coordinating the department s donor-related activities;
* Contribution to the mobilization of US$ 180 million in donor funding for PEP Africa second cycle.
* Providing services and support for all stages of the fundraising cycle, including drafting, submitting and processing program proposals, negotiating funding agreements and reporting:
* Identifying new partnerships and potential sources of funding;
* Working closely together with the donor and trust fund administration both in the donor team in Africa and in HQ
* Collaborating with donor organizations and provide donor specific information;
* Coordinating arrangements for donor meetings and organizing consultations with donors at HQ level as well as regional and country offices;
* Serving as the focal point for management for all donor related enquiries and briefings in close coordination with other departments;
* Coordinating the partnerships and AS work with the CPA department, Partnerships and Donor Relations as well as Trust Funds units;
* Keeping abreast of IFC policies/strategies with regard to aid effectiveness as well as global issues;
* Participating in major activities or events related to Partnerships and Donor Relations in close collaboration with the other team members and Business Line colleagues, reviewing and providing comments on donor related aspects to IFC PEP Africa s operation work.

Selection Criteria:

* Master or higher degree in international relations , international development, or related field with more than 8 years relevant experience.
* Preferably having World Bank Group operations experience, familiarity with the donor environment and exposure to donor relations, fundraising and negotiations.
* Extensive experience working with external donor partners, in particular bilateral/multilateral donors and aid agencies.
* Good knowledge and experience working in Private Sector Development.
* Excellent written and verbal communication skills with demonstrated ability to synthesize complex issues, and to write reports and brief papers in a timely manner.
* Proficiency in English is essential and in French desirable.
* Good diplomatic skills and ability to effectively interact in a helpful and strategic manner with Senior Management and Senior Representatives.
* Demonstrated professional leadership and ability to work effectively as part of a team as well as independently.
* Excellent inter-personal skills and ability to mentor and guide junior staff.
