Position Description:
MSI is seeking to recruit local and international Technical Specialists for anticipated USAID-funded youth development projects in Egypt, and potentially throughout the Middle East. The projects will work to enhance young people’s lives through leadership development, civic and political engagement and livelihoods improvement.
Responsibilities:

The Technical Specialists will be responsible for designing and implementing projects within the three technical pillars: leadership, civic engagement and livelihoods.
· Serve as resident technical experts in the areas of youth leadership development, civic engagement and/or employment;
· Work closely with local counterparts, including Youth Serving Organizations (YSOs);
· Be responsible for the technical leadership and management of technical activities;
· Assist in the overall project design process;
· Design and implement a robust monitoring and evaluation frameworks and evaluate and document progress;
· Assist in evaluating youth sub-contractors’ and/or grantees’ activities through consultative meetings and site visits;
· Work to assure that all assistance provided is technically sound and appropriate for the needs to be addressed;
· Hire and manage junior technical staff as well as short-term technical consultants.
Qualifications:
· Demonstrated technical expertise in youth issues, particularly as related to leadership development, civic and political engagement and/or livelihood improvement.
· Substantial experience on international development projects, preferably USAID funded, including experience developing programmatic activities for youth development programs;
· Experience working with local officials within both local and national governments on adopting and implementing youth programming, as well as experience building the capacity of youth enterprises;
· Degree in education, social sciences, economics or other relevant fields; advanced degree preferred.
· A strong track record in delivering measurable results and developing collaborative working relationships with projects’ stockholders; experience in the Middle East required.
· Knowledge of USAID planning and reporting systems, operations, programming, and structures;
· Fluency in English required; Arabic fluency strongly preferred.
