Country Representative, IUCN China

IUCN, International Union for Conservation of Nature and Natural Resources seeks to recruit a self-motivated professional for the position of Country Representative, for IUCN China Office to be based in Beijing, China. The Country Representative is the head of IUCN’s operations in China and reporting to the Regional Director, Asia on all programmatic, management and administrative matters.
The Country Representative, IUCN China will have the overall responsibility for the management of IUCN’s Programme in China. S/he will be expected to work closely with the IUCN Councillor in China, members – both governmental and non-governmental, and commission members to build relationships and collaborative arrangements with all appropriate partners.
The Country Representative will have the following main responsibilities:
· Be IUCN’s Representative to the State Member, China and is responsible to build a stronger organizational IUCN presence in China leading to strengthening of the Asia Region’s operations.
· Ensure that high level relationships with government institutions are strengthened and IUCN's legal status in China is obtained, as per IUCN’s status in other comparable countries in Asia;
· Provide leadership in programme development aligned with the ‘One Programme’ approach & take responsibility for ensuring that funding for the programme is secured.
· Provide overall direction to and ensure efficient and cost effective , implementation, coordination, and monitoring of IUCN’s programme in China and the delivery of the expected results which contribute to the achievement of the Asia Region component of the IUCN Intersessional Programme; including the establishment of programme, financial, and administrative reporting schedules as required by relevant agreements and partners, and ensuring that these reporting schedules are adhered to;
· Ensure that the IUCN China Programme achieves scientific and technical integration with the Regional Programme Support Unit and the Ecosystems and Livelihood unit and with other country programmes (particularly those in the Northeast Asia Country Group) as appropriate in support of national and regional programme objectives and;
· Lead in change management to capture external and internal opportunities and meet the on-going challenges.
Skills and qualifications required:
· The successful candidate should have a degree in the relevant field along with a minimum overall experience of 15 years of which at least 5 years are in progressively senior management positions preferably in the field of natural resource management, the environment and sustainable development, in Asia. However the potential for growth with enthusiasm to learn and the perseverance to bring changes will be considered important assets.
· Demonstrated experiences in leading and managing an adaptive organization; covets managing complex operations and has an ability to interact and coordinate effectively with a widely dispersed, multicultural team.
· Demonstrated ability on strategic programme planning and project development. Knowledge of key conservation & development issues, government and donor networks. Capable of bringing together and coordinate multiple stakeholders from government, business and civil society.
· Ability to work under pressure and to deal tactfully with sensitive political issues and an ability to communicate, negotiate & write fluently in English and Chinese are essential.
This position is open for Chinese nationals only and is for a period of two years with the possibility of extension. This position is classified as M1 in our classification system and the minimum salary for this position starts at CNY 32,308 per month depending on the years of experience and qualifications of the candidate with comprehensive international health & life insurance, and other benefits.
