SALARY: Not-Ordinarily Resident (NOR): USD 44,737 p.a.

(based on a full-time work schedule)

NOTE: Must have at least 18 months remaining at post by the closing date of this vacancy announcement in order to be considered for this position, or have a current/active Secret security clearance with at least 12 months remaining at post by the closing date of this vacancy announcement.

The U.S. Embassy in Beijing is seeking an individual for the position of Consular Assistant Team Leader in the Consular Section.

BASIC FUNCTION OF POSITION

General duties will include evaluating and responding to inquiries about visa cases and visa applications and processing issues from Chinese visa applicants, American government officials and American businesspeople. The jobholder is also expected to develop training plans and train new EFM hires, interns and volunteers; schedule work/leave and fingerprinting shifts of eligible family members (EFM) working in the NIV section; coordinate workload responsibilities among EFM staff, ensuring daily workload requirements are met, portfolios are current, and equipment is maintained; and collect 250-400 fingerprint scans daily from NIV applicants. The position might include assisting with the Security Advisory Opinion (SAO) portfolio and implementing special assignments or projects. The incumbent may be expected to be able to work at Consular offices at both the current and former Embassy locations.

QUALIFICATIONS REQUIRED

Education:

  • Completion of two years of college study is required.

Experience:

  • Three years of general office experience, including one year in a US Government Consular Section doing NIV, FPU, CIU or other relevant work, is required.

Language:

  • Level IV (Fluent) speaking/reading/writing in English is required.

Skills and Abilities:

  • Keyboarding/Word processing (Microsoft Office) and familiarity with data-entry (Microsoft Excel) is required.
  • Must have interpersonal skills, including the ability to deal with the public in stressful or crisis situations.
  • Must have good analytical, drafting, editing, and re-writing skills.

SELECTION PROCESS

When equally qualified, U.S. Citizen Eligible Family Members (US EFMs) and U.S. Veterans who are legally residing in country will be given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

  • All completed applications received by the closing date will be reviewed by HR to determine which applicants meet the advertised position’s required qualifications. When appropriate, the HR Office will administer necessary skill testing, such as typing, to confirm an applicant’s qualifications.
  • Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
  • Current LES employees are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.
  • Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
  • Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
  • Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
  • Ordinarily Resident applicants or applicants without a U.S. social security number will be paid according to the Local Compensation Plan in local currency (RMB). There are no exceptions to this regulation.
  • The candidate must be a U.S. Citizen and able to obtain and hold a Secret security clearance.
