Background
The Water Supply and Sanitation Collaborative Council (WSSCC) established the Global Sanitation Fund (GSF) to provide grant support to scale up successful sanitation and hygiene approaches targeting poor people in areas of greatest need.
The GSF, together with the Programme Coordinating Mechanism (PCM) in Senegal, is developing a programme of activities to achieve the objectives of increasing sanitation coverage and improving hygienic behaviours in the country. The WSSCC Secretariat is hosted by the United Nations Office for Project Services (UNOPS).
The procurement process and contractual conditions will be in accordance with UNOPS rules and procedures.
Invitation
WSSCC invites suitably qualified firms/organisations to submit a proposal for the role of Country Programme Monitor (CPM) for the GSF grant programme in Senegal. Interested parties must submit their offer as per RFP instructions before 14h00 Geneva time, on Monday February 13, 2012. The contract duration is for 3 years with a yearly evaluation of the performance of services.
Role of the Country Programme Monitor
The role of the CPM is to provide the following services:
. To review the Executing Agency's (EA) progress and financial reports, including verification of implementation of the work plan; (The role of the EA is to receive, implement and account for programme funds, acting on behalf of the GSF and the PCM);
. To review programme budgets, work plans and Monitoring & Evaluation plans;
. To undertake specific assignments at the request of the GSF.
The CPM would be permitted to sub-contract some of these functions upon the approval of the GSF. The CPM cannot carry out any part of the GSF work programme and is not eligible to become the Executing Agency in a country where it performs the role of CPM.
Eligibility
The Country Programme Monitor must have the right to enter into a contractual agreement with UNOPS. The CPM contract will be awarded to a single firm as consortium will not be allowed under this particular contract. Firms must have no history of legal proceedings related to fraud or corruption and have the ability to work in English, French and local languages. The CPM could be any type of organisation that fulfils these eligibility criteria.
Criteria for evaluation of Bids
Bids will be evaluated following a cumulative analysis method combining the scores obtained for the technical offer and financial offer (submitted in separate documents).
The technical offer will be evaluated against the following criteria:
1. A legal existence with a minimum of 3 years [pass /fail]
2. Firm’s expertise, capability and experience. [20%] This includes;
. Size reputation, relevant experience in performing similar tasks for other major clients, in Senegal and elsewhere.
. Knowledge and experience of the sanitation and hygiene sector, particularly hygiene promotion, awareness raising, demand creation and advocacy.
3. Understanding and proposed approach to the roll and the detailed Work Plan [40%]
4. Proposed personnel (suitability, experience, qualifications and languages [30%]
Procedure for submission
Proposals should be mailed in duplicate as per RFP instruction and received at UNOPS on or before 14h00 Geneva time on Monday February 13, 2012.
